TRANSPORTATION PERFORM A SPEED ZONE STUDY ON FLAGSTAFF AVENUE
FROM DODD BOULEVARD (CSAH 9) TO LAKEVILLE'S SOUTHERN CITY LIMITS
Proposed Action
Staff recommends adoption of the following motion: Resolve to request that the Minnesota
Commissioner of Transportation perform a speed zone stud on n Flagstaff Avenue from Dodd
Boulevard to Lakeville's southern Cit, limits.

Passage of this motion enables the completion of a study of the speeds along Flagstaff
Avenue to gauge the impact of increased traffic volume due to area development.
Overview
Under Minnesota statute, the Commissioner of Transportation authorizes the establishment
of speed limits. When local authorities feel that a speed limit is either greater or less than is
reasonably safe, they may request a speed zone study to determine a reasonable and safe
speed. In completing a speed zone study, the Minnesota Department of Transportation
investigates various factors including road type and surface, access points, segment length,
and traffic speed and volume.
The last speed zone study conducted for this segment of Flagstaff Avenue in 1998 established
a 40 mile per hour speed limit from Dodd Boulevard to 1000 feet south of the intersection
with Firelight Way. The remaining length of the segment, to the south City limits, was to be
governed by the statutory speed limit which was to be the same as the Flagstaff Avenue
speed limit in Farmington.
Since the speed limits were established, significant changes have occurred along Flagstaff
Avenue that have increased traffic volumes. A review of the speed limit along Flagstaff
Avenue will ensure that they accurately match traffic volumes and road conditions.
Primary Issues to Consider
• Is this speed study needed? It is prudent for the City to periodically revisit posted speeds
along its roadways as changes occur that can affect traffic volume and speed.

WHEREAS, pursuant to state statute, local authorities may request a speed zone
study when they feel that a speed limit is either greater or less than is reasonably safe, and
WHEREAS, residential development and road construction has changed traffic
volume, and
WHEREAS, an assessment of a reasonable and safe speed along this road segment
is necessary.
NOW, THEREFORE, BE IT RESOLVED, that a request is made of the
Minnesota Commissioner of Transportation to perform a speed zone study along
Flagstaff Avenue from Dodd Boulevard (CSAH 9) to Lakeville's southern City limits.
