Move to approve a resolution ordering the 201S Street Reconstruction Project and authorizing the preparation of plans and specifications and advertisements for bid for 201 Street Reconstruction Project. These street improvements constitute City Improvement Project 15-02. Overview At its October 2o, 2014 meeting, the Lakeville City Council received a Feasibility Reportforthe 2015 street improvement project and set a public hearing for November 17, 2014_ Notice of the public hearing was published and forwarded to the affected property owners. All responses from property owners prior to the Public Hearing have been logged and are attached. Prior to the public hearing, City Staff will provide a brief presentation of the project, project costs and assessments. Following the public hearing and if the City Council elects to proceed with the project, City staff recommends that the City Council approve the attached resolution ordering the 2015 Street Reconstruction Project and authorizing the preparation of plans and specifications. CITY OF LAKEVILLE RESOLUTION NO: RESOLUTION ORDERING THE 2015 STREET RECONSTRUCTION PROJECT AND AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS AND ADVERTISEMENTS FOR BID WHEREAS, on October 20, 2014, the City Council fixed a date for public hearing on the 2015 Street Reconstruction Project within portions of Foxborough 1St , 2nd and 3" Additions, Highview Heights 1St- 611 and 8th Additions, Chapel Hills 1St, 2"d and 3rd Additions, Cedarglen 1St - 3rd and 4" Additions, Goodview Estates, Cedar 160 Addition and Carroll 1St Addition, City Improvement Project 15-02; and WHEREAS, the required published notices of hearing through a weekly publication were given, the required mailed notice of the improvement hearing was given to each property owner in the proposed assessment area at least ten days prior to the hearing, and the hearing was held on November 17, 2014, at which time all persons desiring to be heard were given an opportunity to be heard. NOW, THEREFORE, BE IT RESOLVED, by the Lakeville City Council: The 2015 Street Reconstruction Project is hereby ordered as identified in the Feasibility Report for Project 15-02, dated October 20, 2014. The City expects to issue bonds for the project costs. The estimated project costs are $23,420,180. 4. WSB & Associates, Inc. is hereby authorized to prepare plans and specifications for the making of such improvements, and placing advertisements for bids. Dear Property Owner: This letter is to inform you that a Public Hearing will be held on Monday, November 17, 2014, at 7.00 P.M. in the Lakeville City Hail Council Chambers, 20195 Holyoke Avenue, for City Improvement Project 15-02. The proposed roadway improvements will affect your property. Following public comment, the City Council will consider ordering the improvements. The estimated cost for the road reconstruction and utility improvements is $23,420,180 Of those total project costs, $7,192,105 is associated with utility repair/replacement in the project area, and is proposed to be funded using City Utility Funds. The remaining $16,228,075 associated with surface and storm sewer improvements will be funded using City property tax levies ($9,848,535) and special assessments ($6,379,540) to the benefiting property owners in accordance with the City's Assessment Policy.
