Proposed Action
Staff recommends adoption of the following motion: Approve Resolution adoptingassessment
ssessment
of City Code Violations for 2014.
Passage of this motion will. result in the levy of special assessments for expenses incurred by the
City in 2014 for ordinance and maintenance code violations.
Overview
Notice of Special Assessment letters were mailed on October 21, 2014 to the property owners
who were in violation of various City Codes, including City Ordinance 4-1-3 (Weed/Grass
Ordinance), Property Maintenance Code (PMC 301.3), and City Ordinance 11-23-15 (Sign
Ordinance). During the past year, Staff performed inspections and authorized the contractual
mowing of grass, removal of weeds, property maintenance, and addressed sign ordinance
violations where the property owners had failed to correct the violations.
The total amount proposed to be assessed to the parcels is $2,986.27, including 18% interest
through 2015. Staff has not received any written objections from the owners of the properties
being assessed for ordinance and maintenance code violations.

RESOLUTION NO.
RESOLUTION ADOPTING ASSESSMENT
OF CITY CODE VIOLATIONS FOR 2014.
WHEREAS, pursuant to proper notice duly given as required by law, the City Council has met,
heard and passed upon all objections to the proposed special assessment of ordinance and maintenance
code violations in 2014..
NOW, THEREFORE, BE IT RESOLVED by the City Council of Lakeville, Minnesota -
1. Such proposed Assessment No. 1316 in the amount of $2,986.27 is hereby accepted and shall
constitute tlic special assessment against the land named therein, and each tract of land therein included
is hereby found to be benefited. by the proposed izxtprovernezat in the amount of the assessment levied
against it. The Special Assessment was calculated as fellows:
Contractual mowing, property maintenance $ 930.57
Inspection Fee 7 70.00
Special Assessment Administrative Fee 720.00

Dakota County Speciaz Assessment ret 32.00
Interest 497.701
Total Proposed Special Assessment $ 2,986.27
2. Such assessments shall. be considered payable and collected with the taxes payable in 20115'and
shall bear interest at the rate of 18% per annum from the date of the adoption of this assessment
resolution to December 3i, 2015,
3. The owner of the property so assessed may, at any time prior to certification of the assessment
to the county auditor, pay the whole of the assessment on such property, with interest accrued to the
date of payment, to the City Treasurer, except that no interest shall be charged if the entire assessment is
paid within 30 dais from the adoption of this resolution. The owner may, at any time following
certification, pay to the City Treasurer the entire amount of the assessment remaining unpaid, with
interest accrued to December 31 of the year in Which such payment is .made.
4. The City Clerk shall forthwith transmit a certified duplicate of this assessment to the Counts=
Auditor to be extended on the property tax lists of the County, and such assessments shall be collected
arca paid over in the same manner as other municipal taxes. The affected parcels are as follows:
