CITY OF LAKEVILLE
DAKOTA COUNTY, MINNESOTA
AN ORDINANCE AMENDING TITLE 1, CHAPTER 6
OF THE LAKEVILLE CITY CODE CONCERNING
THE CITY ADMINISTRATOR
THE CITY COUNCIL OF THE CITY OF LAKEVILLE ORDAINS:
Section 1. Title 3, Chapter 6 of the Lakeville City Code is hereby amended to read as
follows:
1-6-1: POSITION REDEFINED:
The existing position of City Administrator is hereby affirmed, and such officer of the City shall
have the powers and duties prescribed hereinafter.
1-6-2: APPOINTMENT:
The City Administrator shall be appointed by a majority of the City Council for an indefinite
term. The incumbent may be removed from office after thirty (30) calendar days' written
notice only by a majority of the City Council with or without cause. If the incumbent has
served as City Administrator for one year, a public hearing before the City Council shall be
provided, if requested by the City Administrator, prior to the date the removal takes place.
The public hearing must be held within thirty (30) calendar days after the Council votes for
removal.
1-6-3: QUALIFICATIONS:
The City Administrator shall be selected solely on the basis of executive and administrative
qualifications with special reference both to experience, formal education, and knowledge of
accepted practices pertaining to the duties of the office.
1-6-4: DUTIES AND RESPONSIBILITIES:
The City Administrator shall be the chief administrative officer of the City and shall be
responsible to the City Council for the proper administration of all affairs of the City and to
that end shall be empowered and required to:
A. Supervise the administration of all departments, offices and divisions of the City except as
otherwise provided by law and carry out any other responsibilities placed under his
jurisdiction by this Chapter or by subsequent Council action.
B. Interview and screen prospective City employees as permitted by law and shall make
recommendations to the Council according to City policy. City Administrator shall also
make recommendations for terminating and suspending employees and may do so
according to policy.
C. Prepare and submit a proposed annual budget to the City Council and keep the City
Council advised of the financial condition of the City and make such recommendations as
determined to be desirable and necessary.
D. Attend and participate in discussions at all meetings of the City Council and other official
bodies as directed by the Council.
E. Develop and issue all administrative rules, regulations and procedures necessary to
ensure the proper functioning of all departments and offices as permitted by law and
council approval.
F. See that all laws and provisions of the City Code are duly enforced.
G. Handle all personnel matters for the City in conjunction with policy established by the City
Council; negotiate or delegate the negotiation of terms and conditions of employee labor
contracts for presentation to the City Council and conduct annual evaluation and review
of work performance of all department heads.
H. Make or award purchases and contracts in accordance with the City's purchasing policies.
Represent the City at official functions as directed by the City Council and maintain good
public relations with the citizens of the community.
Recommend from time to time the adoption of such measures as may be necessary or
expedient for the health, safety and welfare of the community or for the improvement of
the administration.
K. Monitor all consultant and contract work performed for the City and coordinate the
activities of the City Attorney.
1-6-5: COMPENSATION:
The City Administrator shall receive such compensation as the Council shall determine from
time to time by resolution and by the terms of the employment agreement.
Section 2. This ordinance shall be effective immediately upon its passage and
publication according to law.
