RESOLUTION TO AUTHORIZE THE PREPARATION OF A FEASIBILITY REPORT FOR
THE HAMBURG AVENUE IMPROVEMENT PROJECT
Proposed Action
Staff recommends adoption of the following motion: Move to approve a resolution
authorizing the preparation of an engineering feasibility report for the Hamburg Avenue
Improvement Project that includes that portion of Hamburg Avenue between Lakeville
Boulevard and 220th Street.
These street improvements constitute City Improvement Project 15-05.
Overview
This segment of Hamburg Avenue has shown significant surface distresses and failures in the
asphalt and the roadway shouldering, as well as drainage issues within the adjacent roadside
ditches. The estimated project cost is $1,017,476.
On November 17, 2014, City staff hosted a project open house for those property owners that
will be specially assessed for the proposed improvements. Four business owners
representing 5 properties attended the Open House. A summary of the comments received
at the meeting is attached.
Proposed project financing is through bonds issued under Minnesota Statutes, Chapter 429,
for local improvements. A portion of the total project cost will be assessed to the property
owners abutting the identified streets. The feasibility report is required under Chapter 429
prior to adopting a resolution ordering the improvement. The City is also working with
Dakota County and the Vermillion River Watershed Joint Powers Organization to procure
funding to improve the roadside ditches to alleviate drainage issues and improve the water
quality of runoff entering South Creek.
Primary Issues to Consider
This is an industrial area, how will access to properties be maintained during
construction? City staff will need to work with the contractor and property owners to
determine delivery/route times in order to define approved periods for paving the new
roadway surface.

Attached is a copy of the letter mailed to affected property owners dated November 6,
2014 and a summary of the comments received at the November 17, 2014 Open House.

REPORT FOR THE HAMBURG AVENUE IMPROVEMENT PROJECT
WHEREAS, the pavement along Hamburg Avenue between Lakeville Boulevard and
2201h Street has reached the end of its lifespan and is programmed to be reconstructed in
the City's 2015-2019 Capital Improvement Plan; and
WHEREAS, the City of Lakeville wishes to finance a portion of the project
through special assessments; and
WHEREAS, a feasibility report is required under MN Stat. Chapter 429 for this
local improvement;
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of
Lakeville, that a feasibility report be prepared for the Hamburg Avenue Improvement
Project, City Improvement Project 15-05.
ADOPTED this I" day of December 2014, by the City Council of the City of
Lakeville.

RE: Open House to Discuss the 2015 Hamburg Avenue Improvement Project
Dear Property Owner:
The City's Capital Improvement Plan (CIP) identifies that Hamburg Avenue, between Lakeville
Boulevard and 2201" Street, is recommended for improvement in 2015 based on the City's
recently completed pavement management program. The Hamburg Avenue Improvement
Project Location Map is enclosed.
Prior to moving forward with a project, the City would like to provide you with information
regarding the potential project and gather input from adjacent property owners. With this in
mind, the City has scheduled an open house as follows:

TIME: 2:00- 3:00 PM
LOCATION: LAKEVILLE WATER TREATMENT FACILITY (18400 IPAVA AVENUE)
