HomeMy WebLinkAboutItem 06.hDate: 1 December 2014 Item No. RESOLUTION TO AUTHORIZE THE PREPARATION OF A FEASIBILITY REPORT FOR THE KENSINGTON BOULEVARD IMPROVEMENT PROJECT Proposed Action Staff recommends adoption of the following motion: Move to approve a resolution authorizing the preparation of an engineering feasibility report for the Kensington Boulevard Project that includes that portion of Kensington Boulevard between 205" Street and a point approximately 265 -feet south of the intersection with 210'h Street. These street improvements constitute City Improvement Project 15-04. Overview This segment of Kensington Boulevard has shown significant surface distresses and failures in the asphalt, and a severe pavement tenting issue develops each winter season. The estimated project cost is $1,224,083. On November 6, 2014, staff mailed a letter to those four businesses along Kensington Boulevard that would be specially assessed for the proposed improvements, inviting them to contact City Staff with questions and concerns regarding the project. No calls were received from any of these businesses regarding the project. Proposed project financing is through bonds issued under Minnesota Statutes, Chapter 429, for local improvements. A portion of the total project cost will be assessed to the property owners abutting the identified streets. The feasibility report is required under Chapter 429 prior to adopting a resolution ordering the improvement. Primary Issues to Consider Could some property owners oppose the proposed assessments for the Kensington Boulevard Improvement Project and question the need for the proposed improvements? Yes, and City staff has reached out to those property owners in an effort to inform them of the timing and the need for the project. CITY OF LAKEVILLE RESOLUTION NO: RESOLUTION TO AUTHORIZE THE PREPARATION OF A FEASIBILITY REPORT FOR THE KENSINGTON BOULEVARD IMPROVEMENT PROJECT WHEREAS, the pavement along Kensington Boulevard between 205`h Street and a point approximately 265 -feet south of the intersection with 2101h Street has reached the end of its lifespan and is programmed to be reconstructed in the City's 2015-2019 Capital Improvement Plan; and WHEREAS, the City of Lakeville wishes to finance a portion of the project through special assessments; and WHEREAS, a feasibility report is required under MN Stat. Chapter 429 for this local improvement; NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Lakeville, that staff is hereby authorized to prepare an engineering feasibility report for the Kensington Boulevard Improvement Project, City Improvement Project 15-04. The Kensington Boulevard Improvement Project Location Map is enclosed. Over the course of the next several weeks, the City will be gathering information and evaluating conditions along Kensington Boulevard to assist with finalizing the scope of the recommended improvements. Property owners will be notified via mail early next year about the Public Hearing to discuss the project.
