HomeMy WebLinkAboutItem 06.qDecember 15, 2414 Item No. Authorize Agreement with Springsted Inc. for Finance Director Search Promosed Action Staff recommends adoption of the following motion: Move to authorize a professional services agreement with Springsted Inc. for search consulting services associated with the recruitment of the Finance Director. Passage of this motion will result in David Unmacht of Springsted assisting with the recruitment of the Finance Director. Overview Dennis Feller has announced his retirement at the end of February, 2015. The Personnel Committee has discussed and agreed upon a process of recruitment and selection for his replacement. David Unmacht has recently conducted searches for the City's Police Chief and City Administrator. Staff therefore reached out to David to conduct this search. The fee for his services is $8,000. Additional consulting services, if necessary, will be negotiated with the City and not exceed $2,000. Springsted will assist in the hiring of the Finance Director by performing the following services: 1. Recruitment and targeted outreach. 2. Applicant screening and evaluation. 3. Presentation of Candidates. What is the proposed process for recruitment and selection of the Finance Director? The process is as follows with guidance and input provided by the Personnel Committee: 1. A position analysis will be conducted and a position profile will be developed. 2. Staff will post the position as appropriate. 3. Springsted will collect resumes and targeted outreach. 4. Springsted will initially screen the applications and provide feedback for the purpose of identifying top candidates. 5. Springsted will conduct reference checks of the identified candidates. 6. Interviews will be conducted. 7. Finalist(s) will be scheduled for a managerial assessment with a qualified firm. 8. A candidate will be recommended by the City Administrator to the City Council. The search is proposed to be completed by March, 2015. Position profile and job posting —City 2. Recruitment and targeted outreach —Personal calls and contacts. Collect resumes and serve as the host for submittal of applicant information. 3. Applicant screening and evaluation — Objective review of each application to determine those applicants who most closely meet the City's desired qualifications. Identify the top candidates and ask them to complete a screening questionnaire and personality assessment. Conduct telephone screening and contact references. 4. Presentation of candidates — Present the top candidates to the City for consideration. 5. Interviews — City 6. The City will post the job and conduct the background checks. There will be no travel expenses. If the City elects to use additional consulting services in this search they will either be negotiated with the City or factored on an hourly basis with an amount not to exceed an additional $2,000.
