Proposed Action
Staff recommends adoption of the following motion: Move to approve the Resolution Adopting
the Fee Schedule Relating to Parks and Parks Facilities
Approval of the Resolution will result in the revisions to and approval of the schedule of fees
relating to Parks and Parks Facilities.
Overview
Parks Department staff has reviewed the park fees including those related to parks, Heritage
Center and Arts Center. The Parks Department Fee analysis was submitted to the City Council
at their work session on November 24. The fee analysis provides a historical perspective and
takes into consideration the comparable fees charged by other cities. Footnotes are
provided where appropriate, which delineate the salient factors to consider.

Groups that choose to sell concessions during intermission, before an event, or after an event will use the downstairs
classroom. If this space is unavailable, an alternative site may be arranged by the LAAC Manager. The classroom and/or

Factors to Consider
The park shelter fees have not been increased since 2010 and since that time the number of
rentals has varied from year to year at every park except Antlers. Due to the high demand at
Antlers Park staff is proposing charging a "prime" rate on Saturday's and Sunday's beginning
in mid-May and running through Labor Day. In addition, staff is proposing to change the
business rate from the three tier system to a single tier to make it more attractive for local
businesses to consider hosting a summer picnic in our parks. Lastly, it is recommended to
increase the fee of the enclosed shelters to cover the additional time the sanitation crew
spends cleaning those facilities.

Factors to Consider
Staff recommends only a slight increase in the fees to cover the cost of inflation (utilities,
wages, etc.). Rentals are increasing at the Heritage Center; however at this time the number
of rentals does not indicate the need to initiate a "prime" rate. Staff is also recommending
charging $50 for the use of all AV equipment

Factors to Consider
Staff does not recommend increasing fees at the Art Center at this time. The theater
companies that use the facility for rehearsals and performances have been exploring other
options for rehearsals in an effort to control costs. In 2015 staff will study usage patterns and
recommend a revised fee structure that will increase the cost recovery of the Art Center.
