Proposed Action
Staff recommends adoption of the following motion: Move to approve the renewal of
standard engineering agreements for 2015.
Passage of this motion establishes chargeable rates for general engineering services for 2015.
Overview
The City has existing agreements for professional engineering services with Barr Engineering
Co. (Barr), Short Elliott Hendrickson Inc. (SEH), SRF Consulting Group, Inc. (SBF), Toltz, King,
Duvall, Anderson and Assoc., Inc, (TKDA) and WSB & Assoc., Inc. (WSB). The agreements are
renewed annually to reflect adjustments in the consultants' rate schedules. All rate schedules
are effective as of January 1, 2015.
Primary Issues to Consider
® How do the 2014 and 2015 rate schedules compare? Barr's, SEH's, SRF's, TKDA's and
WSB's 2015 rates represent increases of approximately 3.3%, 2.0%, 3.4%, 3.5% and
2.7%, respectively, to their overall rate schedules. The rate increases account for
increases in benefits and cost of living, and salary adjustments due to industry
compensation and competition for quality staff.
Why does the City have agreements with these consultants? They provide value by
having a thorough knowledge of the City's standards and objectives, diversified skills
and extensive experience, and having demonstrated the ability to effectively and
successfully deliver City studies/projects in a timely, cost-effective manner.

standard rate schedules. Mileage will be billed at the IRS -allowable rate.

company.
Consultant/Advisor category includes experienced personnel in a variety of fields. These professionals typically
have advanced background in their areas of practice and include engineers, engineering specialists, scientists,
related technical professionals, and professionals in complementary service areas such as communications and
public affairs.
Engineer/Scientist/Specialist categories include registered professionals and professionals in training (e.g.
engineers, geologists, and landscape architects), and graduates of engineering and science degree programs.
Technician category includes CARD operators, construction observers, cost estimators, data management
technicians, designers, drafters, engineering technicians, interns, safety technicians, surveyors, and water, air,
and waste samplers.
Support Personnel category includes information management, project accounting, report production, word
processing, and other project support personnel.
*Rates do not include sales tax on services that may be required in some jurisdictions.

Rates for litigation support services will include a 30% surcharge.
A ten percent (10%) markup will be added to subcontracts for professional support and construction
services to cover overhead and insurance surcharge expenses.

t Hourly billing rates for staff outside the Municipal Services Division will be calculated
using their
individual Hourly Cost rate, which may fall outside the ranges listed above.
This typically would include specialty staff, i.e., electrical, structural, mechanical.
When applicable, rates for such specialty services will be provided to the City.
* Hourly Costs are as defined in Agreement paragraph 5.4.1 and shall be multiplied
by a factor of 2.25 to arrive at hourly billing rates. Hourly costs and multiplier
are subject to annual adjustments. Rates effective until December 31, 2015.
Payments to ENGINEER for reimbursable expenses shall be made pursuant to Agreement paragraphs
5.1.3 and 5.42 except as noted below:
1. Local vehicle mileage and vehicle allowance costs are included in the hourly billing rates.
2. Construction observation services provided by Contract Employees shall be billed at the
hourly billing rate of $100.00.

The Range of Hourly Rates schedule is subject to change annually. Direct project related expenses are billed at actual cost
and mileage is reimbursed at a rate not to exceed the current allowable IRS rate for business miles.
