HomeMy WebLinkAboutItem 06.jDecember 15, 2014 City Council Meeting Proposed Action Staff recommends adoption of the following motion: Move to approve the renewal of standard engineering agreements for 2015. Passage of this motion establishes chargeable rates for general engineering services for 2015. Overview The City has existing agreements for professional engineering services with Barr Engineering Co. (Barr), Short Elliott Hendrickson Inc. (SEH), SRF Consulting Group, Inc. (SBF), Toltz, King, Duvall, Anderson and Assoc., Inc, (TKDA) and WSB & Assoc., Inc. (WSB). The agreements are renewed annually to reflect adjustments in the consultants' rate schedules. All rate schedules are effective as of January 1, 2015. Primary Issues to Consider ® How do the 2014 and 2015 rate schedules compare? Barr's, SEH's, SRF's, TKDA's and WSB's 2015 rates represent increases of approximately 3.3%, 2.0%, 3.4%, 3.5% and 2.7%, respectively, to their overall rate schedules. The rate increases account for increases in benefits and cost of living, and salary adjustments due to industry compensation and competition for quality staff. Why does the City have agreements with these consultants? They provide value by having a thorough knowledge of the City's standards and objectives, diversified skills and extensive experience, and having demonstrated the ability to effectively and successfully deliver City studies/projects in a timely, cost-effective manner. Reimbursable expenses including, but not limited to, the actual and reasonable costs of transportation, meals, lodging, parking costs, postage, and shipping charges will be billed at actual cost. Materials and supplies charges, printing charges, and equipment rental charges will be billed in accordance with Barr s standard rate schedules. Mileage will be billed at the IRS -allowable rate. Principal category includes consultants, advisors, engineers, scientists, and specialists who are officers of the company. Consultant/Advisor category includes experienced personnel in a variety of fields. These professionals typically have advanced background in their areas of practice and include engineers, engineering specialists, scientists, related technical professionals, and professionals in complementary service areas such as communications and public affairs. Engineer/Scientist/Specialist categories include registered professionals and professionals in training (e.g. engineers, geologists, and landscape architects), and graduates of engineering and science degree programs. Technician category includes CARD operators, construction observers, cost estimators, data management technicians, designers, drafters, engineering technicians, interns, safety technicians, surveyors, and water, air, and waste samplers.
