Resolution Setting Compensation and Reimbursement Rates for Firefighters. Overview The City has determined a nominal stipend should be paid to firefighters to defray costs of attending training and responding to calls. Setting compensation and reimbursement rates for firefighters will provide for a small increase in this stipend. Passage of this resolution will better help offset costs incurred by our firefighters for attending training and responding to calls. Costs may include but are not limited to babysitters, fuel and wear for personal vehicles, and clothing. The proposed firefighter compensation and reimbursement rates for training attendance and call response are provided for in the 2015 budget and are consistent with fire department pay practices found in other cities. There is no increase for fire officer or engineer compensation proposed for 2015. Staff recommends adoption of this resolution. Financial Impact: _$14,525_Budgeted: Yes_ _ Source: General Fund -1300 Related Documents (CIP, ERP, etc.): Notes: _Pay per Call $10,584, Pay for Training $3,941 Primary Issues to Consider Comparison of Fire Training and Call Compensation 2009 2014 2015 2-4 hour Training Session (Regular & Supplem( $ 20.00 $ 21.00 $ 22.00 5+ hour Training & Approved $ 40.00 $ 41.00 $ 42.00 Conference $ 40.00 $ 41.00 $ 42.00 Regular Call Pay $ 10.00 $ 11.00 $ 12.00 Duty Crew (per hour pay) $ 12.00 CITY OF LAKEVILLE RESOLUTION NO RESOLUTION SETTING COMPENSATION AND REIMBURSEMENT RATES FOR FIREFIGHTERS WHEREAS; volunteer firefighters are required to attend various training sessions and to complete various firefighter skills and education courses in order to retain their active status; and WHEREAS; the Fire Department has determined that a nominal fee should be paid to firefighters to defray the costs of means and transportation while attending skills and education courses; and WHEREAS; the City has determined that a nominal fee should also be paid to firefighters to reimburse them for expenses incurred in responding to calls. THEREFORE; It shall be resolved by the City Council of the City of Lakeville that effective January 1, 2015, all regular and probationary firefighters shall be paid the following fees for approved training and conference attendance: a) $22.00 per 2-4 hour training session for regular scheduled training; b) $22.00 per 2-4 hour training session for supplemental firefighting training courses; c) $42.00 per 5+ hour training; d) $42.00 per day for approved conferences; e) Probationary firefighters will be paid at 50% of the rates described in subsections a -d above. Upon successful completion of the probationary period, the firefighter will be compensated for the remaining 50%; and f) Payment for training and conference attendance shall be made monthly. BE IT FURTHER RESOLVED by the City Council of the City of Lakeville that effective January 1, 2015, all firefighters shall be compensated at a nominal fee for each call they respond to as follows: a) Regular firefighters shall be paid $12.00 for each call to which they respond; b) Probationary firefighters shall be paid at 50% of the regular firefighter rate, or $6.00 for each call. Upon successful completion of the probationary period, the firefighter will be compensated for the remaining 50% for each call to which they responded; c) Hour pay will be established at $12.00 per hour for firefighters working duty crew shifts. d) Payment for call response shall be made monthly.
