Le Sueur County Judge Mark C. Vandelist administered the oath of office to Mayor Little. Mayor Little addressed the audience with a few opening remarks. Mayor Little called the meeting to order at 7:07 p.m. in the Council Chambers at City Hall. Members Present: Mayor Little, Council Members Davis, Swecker, Anderson and LaBeau Staff Present: Justin Miller, City Administrator; Roger Knutson, City Attorney; Jeff Long, Police Chief; Chris Petree, Public Works Director; David Olson, Community & Economic Development Director; Dennis Feller, Finance Director; Brett Altergott, Parks & Recreation Director; Allyn Kuennen, Assistant City Administrator; Daryl Morey, Planning Director; Cindi Joosten, Human Resources Manager; Charlene Friedges, City Clerk 3. Citizen Comments None 4. Additional Agenda Information Mr. Miller stated the City Council is being asked to table consideration of Consent Agenda Item 6i, an ordinance amending Section 11-17-11 of the City Code. 5. Presentations/Introductions Chief Meyer presented retirement shadow boxes to retiring firefighters Mitch Scrabeck and Kevin Gustafson. Mr. Altergott introduced Arts Center Manager Joe Masiarchin. Mr. Petree presented the December Public Works Department monthly report. 6. Consent Agenda Motion was made by Anderson, seconded by LaBeau to approve the consent agenda items as follows: a. Claims for payment b. Minutes of the December 15, 2014 City Council meeting c. Berres Ridge Development, LLC John Anderson, representing Berres Ridge Development, LLC, requested Council approval of the Berres Ridge preliminary plat, including a Comprehensive Plan amendment to bring approximately 21 acres into the Metropolitan Urban Service Area (MUSA). The Comprehensive Plan amendment would also re -guide approximately seven acres to low density residential. This plat is proposed to be developed in six phases, with the first phase completed in the fall of 2015 and the final phase in 2020. City Council Meeting Minutes, January 5, 2015 Page 3 Planning Director Daryl Morey presented the Berres Ridge preliminary plat, which includes 366 single family lots and nine outlots on approximately 151 acres of land located north of 202nd Street (CSAH 50), west of Hamburg Avenue and east of Highview Avenue. Three areas are proposed to be rezoned; 21 acres from RA, Rural/Agricultural to RS -3, Single Family Residential, 44 acres from RS -3 to RS -4, Single Family Residential, and a small piece of property from P/OS, Public and Open Space, to RS -3, Single Family Residential. Mr. Morey explained that this plat will dedicate 80 feet of right of way for 200th Street to be developed as an urban street with sidewalks on both sides. The project will include intersection site visibility improvements at 202nd Street (CSAH 50) and Hamburg Avenue with left and right turn lanes to improve safety. There will be no driveway access allowed on Hamburg Avenue between 2001 Street and 202nd Street. Corner lots on Hamburg Avenue north of 2001 Street and corner lots along 200th Street will be required to have driveway access off of the adjacent local streets. The developer will be required to pave 200th Street between Hamburg Avenue and Cedar Avenue before construction of the 2001 Street/Hamburg Avenue intersection, which is proposed in Phase 3. The initial phase of the Berres Ridge development will be constructed just to the east of St. John's Church. Council Member Swecker asked about disbursement of traffic from this development and whether the current transportation system in this area can handle the additional traffic. Mr. Morey explained that traffic will be disbursed as much as possible. He pointed out that while 202nd Street is the higher classification roadway and is assumed to take the majority of the trips from this development, improvements to Highview Avenue, Hamburg Avenue and 20011 Street will help to disburse traffic. He further stated that future development to the north will also help with traffic disbursement. Motion was made by Davis, seconded by Swecker to approve the following: a. Preliminary plat of Berres Ridge b. Findings of Fact and Resolution No. 15-04 approving an amendment to the Comprehensive Plan to bring property into the MUSA and to re -guide property from Public and Quasi -Public to Low Density Residential c. Ordinance No. 932 rezoning property Roll call was taken on the motion. Ayes - Davis, Little, Swecker, Anderson, LaBeau 8. Labor Agreement with Law Enforcement Labor Services, Inc., Local No. 128 Human Resources Manager Cindi Joosten presented the Labor Agreement between the City of Lakeville and Law Enforcement Labor Services, Inc., for the police officers. She explained that the City was able to settle on health insurance but was unable to settle on wages. City Council Meeting Minutes, January 5, 2015 Page 4 Therefore, the wages were certified to arbitration. An arbitration award was issued, granting the officers a 2% increase in 2014 and a 3% increase in 2015. Motion was made by Swecker, seconded by Anderson to approve a Labor Agreement between the City of Lakeville and Law Enforcement Labor Services, Local No. 128, for 2014 and 2015. Roll call was taken on the motion. Ayes - Little, Swecker, Anderson, LaBeau, Davis 9. Appointment of Acting Mayor Motion was made by Anderson, seconded by LaBeau to appoint Kerrin Swecker as Acting Mayor for 2015. Roll call was taken on the motion.
