Subject: Pioneer Plaza Improvements
Background
During the review of the proposed 2015 budget, staff informed the Mayor and City
Council that the pavers in Pioneer Plaza have been and continue to deteriorate. Over
the years, staff has replaced the deteriorating pavers to address safety tripping hazards
and liability issues in the plaza. As a result of the deterioration that occurs each year,
and associated costs and time to make the repairs, staff recommended removing and
replacing the pavers during the budget review process.
The Mayor and City Council proceeded to approve $37,000 as part of the 2015 Parks
Major Maintenance Fund to complete the following:
A. Replace the pavers with stamped colored concrete
B. Remove and replace the existing water fountain with a new water feature
C. Remove and replace existing Spruce tree on the west end of the plaza
Proposed Design Features
Staff has been working with Architectural Landscape Design, Inc. (ALD) on the Pioneer
Plaza improvements. Attached in your packet are colored drawings of the proposed
improvements.
As you will note, Staff and ALD are proposing to replace the existing pavers with a
combination of a standard broom concrete finish in the middle of the walkway
surrounded by a stained/stamped concrete border. The stained/stamped concrete
material was also used on the sidewalks installed as part of the newly constructed
downtown parking lot which abuts Pioneer Plaza. The proposal also includes removing
the existing water fountain feature and replacing it with a granite boulder water feature
engraved with the original Pioneer Plaza train graphic and dedication wording that is on
the existing plaque that was installed as part of a September 15, 1990 dedication of the
plaza.

As part of the granite boulder water feature, a permeable paver system will be installed
which will allow for the reuse and recirculation of the water on site. The estimated costs
to complete the improvements are within the approved budget.
Staff recently presented the plans to the DLBA which were in favor of the proposed
improvements. On a side note, there are currently four Lakeville Pioneers that are
recognized with a plaque in the plaza which include Nicholas "Nick" Mahowald, Jerry
Erickson, Robert "Bob" Jensen and Bud & Louise White.
Recommendation
Staff recommends the City Council consider directing staff to take the steps to create a
bid package and accept quotes for the Pioneer Plaza improvement project. The project
could be completed this spring to early summer. Staff and representatives from ALD
will be present at the City Council Work Session to review the project with the Mayor
and City Council and answer any questions.
