Proposed Action
Staff recommends adoption of the following motion: Move to approve a resolution approving
the final plat of Summerlyn 4th Addition.
Adoption of this motion will allow the development of 36 single family residential lots.
Overview
U. S. Home Corporation (DBA Lennar) has submitted an application and plans for the final plat
of 36 single family lots to be known as Summerlyn 4th Addition. The property is located north
of 194th Street and east of Dodd Boulevard (CSAH 9). Summerlyn 4th Addition represents the
fourth phase of the 139 lot Summerlyn preliminary plat approved by the City Council on
November 19, 2012. Seven lots will remain to be final platted in a future phase. The
Summerlyn 4th Addition final plat is consistent with the approved Summerlyn preliminary
plat.
Planning Department, Engineering Division and Parks and Recreation Department staff
recommend approval of the Summerlyn 4th Addition final plat.
Primary Issues to Consider
Why are seven lots remaining to be final platted? The remaining seven future single family lots
will be final platted and incorporated into Outlot B following future acquisition of the two
remaining single family lots on Dodd Boulevard and completion of the Dodd Boulevard
improvement project.

RESOLUTION APPROVING THE FINAL PLAT OF SUMMERLYN 4th ADDITION
WHEREAS, the owner of the property described as SUMMERLYN 4th ADDITION has
requested final plat approval; and
WHEREAS, the preliminary plat was reviewed by the Planning Commission and the Parks,
Recreation and Natural Resources Committee and approved by the City Council; and
WHEREAS, the final plat is consistent with the preliminary plat; and
WHEREAS, the final plat is acceptable to the City;
NOW THEREFORE BE IT RESOLVED by the Lakeville City Council:
1. SUMMERLYN 4th ADDITION final plat is approved subject to the development
contract and security requirements.
2. The Mayor and City Clerk are hereby authorized to sign the development contract
and the final plat mylars.
3. The City Clerk is directed to file a certified copy of this resolution with the
Dakota County Recorder.

Subject: Summerlyn 4th Addition Final Plat
INTRODUCTION
U.S. Home Corporation (DBA Lennar) has submitted an application and plans for the final plat
of Summerlyn 4th Addition, which includes 36 single family lots located east of Dodd
Boulevard (CSAH 9) and north of 194th Street. The Summerlyn preliminary plat of 139 single
family lots was approved by the City Council on November 19, 2012. Summerlyn 1st Addition
with 36 lots was approved by the City Council April 1, 2013. Summerlyn 2nd Addition with 37
lots was approved on April 7, 2014 and Summerlyn 3rd Addition with 23 lots was approved on
August 18, 2014. The lot, block and street design of the Summerlyn 4th Addition final plat is
consistent with the approved preliminary plat. The final plat plans have been reviewed by
Planning Department, Engineering Division and Parks and Recreation Department staff.

PLANNING ANALYSIS
Zoning. The zoning of the property is RM-1, Medium Density Residential District which allows
single family homes subject to the RS-4, Single Family Residential District requirements.

Existing Conditions. The Summerlyn 4th Addition final plat area consists of Outlot F,
Summerlyn 2nd Addition totaling 13.2 acres. The property includes rolling terrain that was
preliminary graded with previous phases of the Summerlyn development.
Lot Area. Single family lots within the RS-4 District are required to provide a minimum lot
area of 8,400 square feet for interior lots and 10,200 square feet for corner lots. The areas of
the lots within Summerlyn 4th Addition meet the minimum square footage required.
Lot Width. The minimum lot width for single-family lots within the RS-4 District is 70 feet for
interior lots and 85 feet for corner lots. All lots meet the minimum lot width requirement.
Setbacks. Setback requirements for single family lots in the RS-4 District are outlined below:

The proposed building pads meet the minimum setback requirements for interior and corner
lots.
Development Density. The Summerlyn 4th Addition final plat consists of 36 single family lots
and two outlots on 13.2 acres. This results in a gross density of 2.84 units per acre. The net
density, excluding road right-of-way and outlots is 3.49 units per acre.
Phasing. Summerlyn 4th Addition is the fourth development phase of the Summerlyn
preliminary plat. Seven single family lots remain to be final platted in Outlot B. Lennar soon
will begin developing phases of Summerlyn North, located west of Holyoke Avenue and
south of 190th Street and Summerlyn Northwest, located south of 190th Street, and east of
Dodd Boulevard (CSAH 9).
Outlots. There are two outlots proposed with the Summerlyn 4th Addition final plat.
• Outlot A is 0.56 acres in area and will be deeded to the City for Greenway Corridor trail
and stormwater management purposes.
• Outlot B is 1.76 acres in area and will be retained by the developer to be final platted
upon future acquisition of the two remaining homes fronting Dodd Boulevard in
conjunction with the street improvement project scheduled for 2016. Once those two
homes and properties are acquired, Outlot B will be preliminary and final platted into
seven single family residential lots.
Access. Summerlyn 4th Addition will have access to 194th Street via Indora Trail through
Summerlyn 2nd Addition.
Streets & Right-of-Way. Summerlyn 4th Addition will include the construction of parts of
three residential streets:

Indora Trail is a local street that will be 32 feet wide within 60 feet of right-of-way. A five foot
wide concrete sidewalk will be constructed on the west side of the street.
Impala Way is a local street that will be 32 feet wide within 60 feet of right-of-way. A five foot
wide concrete sidewalk will be constructed on the west side of the street.
Icicle Avenue is a local street that will be 32 feet wide within 60 feet of right-of-way. A five foot
wide concrete sidewalk will be constructed on the southwest side of the street.
Temporary Turnarounds. Temporary turnarounds will be required at the north ends of
Indora Trail and Impala Way. Temporary turnaround easements will be required from the
developer prior to City Council consideration of the final plat. Future street extension signs
will be installed at the ends of Indora Trail and Impala Way. These two streets will be
extended with the development of the Summerlyn Northwest preliminary plat.
Park Dedication and Trails. The City’s Park, Trail and Open Space Plan identifies a Greenway
Trail Corridor on the north and east sides of the Summerlyn 4th Addition plat. The developer
has met the park dedication requirements with a combination of park land dedication and
cash contribution consistent with the approved preliminary plat. The cash fee of $134,830.46
for the Summerlyn 4th Addition final plat is described in the March 5, 2015 engineering report.
This cash dedication will complete the land and cash dedication associated with the
Summerlyn preliminary plat.
An eight foot wide bituminous trail will be constructed in Outlot A as shown on Exhibit D.
The trail will be located within north the Greenway Corridor as identified on the approved
preliminary plat.
Tree Preservation. There are no significant trees in the Summerlyn 4th Addition final plat
area.
Wetlands. Wetlands were identified within the Summerlyn preliminary plat through a
wetland delineation report dated June 18, 2012. There are no wetlands within the
Summerlyn 4th Addition final plat.
Grading, Drainage and Erosion Control. The final plat includes grading, drainage and
erosion control plans. Grading, drainage and erosion control is discussed in more detail in the
March 2, 2015 engineering memo.
Subdivision Identification Sign. No subdivision sign is proposed with the Summerlyn 4th
Addition final plat.

RECOMMENDATION
The Summerlyn 4th Addition final plat is consistent with the approved preliminary plat and
complies with the requirements of the Zoning and Subdivision Ordinances. Planning
Department staff recommends approval subject to the following conditions:
1. The recommendations listed in the March 5, 2015 engineering report.
2. Outlot A shall be deeded to the City with the final plat.
3. Five foot wide concrete sidewalks shall be constructed at the developer’s expense as
shown on the approved final plat plans.
4. A Greenway Trail Corridor shall be constructed within Outlot A as shown on the approved
final plat plans.
5. Temporary turnarounds shall be required at the north ends of Indora Trail and Impala
Way. Temporary turnaround cul-de-sacs must be submitted by the developer prior to City
Council consideration of the final plat.
6. Future street extension signs shall be installed at the north ends of Indora Trail and Impala
Way.
