HomeMy WebLinkAbout03-04-15CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES March 4, 2015 Chair Kelly called the meeting to order at 6:00 p.m. in Council Chambers at City Hall. Members Present: Lori Bovitz, Judy Hayes, Scott Kelly, Jeanne Peterson (arrived at 6:02 p.m.), Bob Swan (left at 6:51 p.m.) Members Absent: Tom Goodwin, Howard Lovelace Staff Present: Parks & Recreation Director Brett Altergott, Environmental Resources Manager Mac Cafferty, Recording Secretary Tamara Wallace 2. Approval of February 4 minutes Minutes were approved as presented. 3. Citizen comments There were no citizen comments. 4. Staff report The Warweg purchase agreement was approved at Monday night’s City Council meeting for the expansion of Antlers Park. The PA requires a closing to occur on or before November 30, 2015. A rendering showing the updates to Pioneer Plaza was presented including the more efficient fountain as well as a new plaque and tree that will be onsite. Parks and Recreation Director, Brett Altergott is currently working with the Rotary on a grant that would cover the purchase and installation of 12 new benches for the park. Staff is also looking into new trash receptacles throughout, and working with the Arts Center on the potential for public art to be showcased in Pioneer Plaza. 5. SBF Commercial 2nd Addition preliminary and final plat Staff reviewed the SBF Commercial 2nd Addition preliminary and final plat and discussed grading, a box culvert, working with the County on the North Creek Greenway project, and the reuse of storm water drainage for irrigation. Motion made by Bob Swan, seconded by Jeanne Peterson to recommend to City Council approval of the SBF Commercial 2nd Addition preliminary and final plat, subject to the recommendations as presented by City staff . Ayes: unanimous 6. Effects of Social Change on Parks & Recreation Facilities and Programs Continuing the discussion from the last PRNRC meeting, committee members were asked to focus on two articles regarding how social change would affect the Parks & Recreation facilities and programs. The articles reflected national conversations on defining a park, over-crowding, creating maintenance and repair plans for park equipment, destination parks, under-utilization, drugs, vandalism, and diversity as Parks, Recreation & Natural Resources Committee Meeting Minutes, March 4, 2015 Page 2 all factors to consider in the future of the parks system. In addition is the need for demographic studies to determine population, family size, and future growth with regards to neighborhood parks, as the aging population continues to grow, live longer, and remain active. The committee also reviewed what efforts are currently being made to engage the community including Facebook, Youtube, and the “Did You Know” campaign initiated by the Parks and Recreation department this year. Finally, the committee discussed future meetings with the community and its stakeholders as well as advocacy groups, foundations, and other grassroots organizations to partner and achieve goals. 7. Other Business Environmental Resources Manager Mac Cafferty reported that the department is currently receiving volunteer requests for the tree sale and Watershed Clean-up Day held on Saturday, April 25. The Department of Agriculture will be present to discuss and answer questions related to Emerald Ash Borer. 8. Announcements The 8th annual tree and shrub sale is going on now through April 20, 2015. Pre- payment is required and is accepted on the City’s website, at the Parks & Recreation Department at City Hall, or by mailing it to either the Central Maintenance Facility or the Parks & Recreation Department. More information including addresses and forms of payment accepted can be found on the homepage of the City’s website. 9.
