Olson, Community & Economic Development Director Date: March 19, 2015 Subject: Proposed CDBG Project Background In January, staff from the Dakota County Community Development Agency (CDA) approached city staff to suggest utilizing aging Community Development Block Grant (CDBG) funds to install a sidewalk on 210th Street West, north of the CDA's County Lane Townhomes. Currently, sidewalk does not exist along a portion of 210th Street West (see attached map). Funding The sidewalk improvement project would meet the requirements for CDBG funds because of the income requirements the CDA has for the Country Lane Townhomes, which is part of the CDA's Workforce Housing Program. Estimated costs for this project are approximately $34,125 and include: • Construction costs $25,000 • Engineering Design and Admin. $6,000 • Inspection costs $1,500 • Contingency $1,625 Staff recommends reallocating $15,000 from Senior Transporation-2010, $10,000 from Spot Acquisition and Clearance -2013 and $10,000 from Senior Transportation -2013 and creating a new activity, Sidewalk Improvements -Country Lane. Process In order to utilize aging CDBG funds, the City will need to submit a budget amendment to the CDA. Following submittal of the budget amendment, the CDA will publish a public notice for the budget amendment, and then it will need to be approved by the County Board at a meeting date set in the public hearing. Recommended Action: Staff is requesting comments and feedback from the Council on the sidewalk improvement project. Staff is also requesting feedback on the suggested reallocations of CDBG funds to establish a new activity. Formal authorization will be brought forward at the April 6th Council Meeting.
