HomeMy WebLinkAbout04-20-15CITY OF LAKEVILLE CITY COUNCIL MEETING MINUTES April 20, 2015 Mayor Little called the meeting to order at 7:00 p.m. in the Council Chambers at City Hall. The pledge of allegiance to the flag was given. Members Present: Mayor Little, Council Members Davis, Swecker, Anderson and LaBeau Staff Present: Justin Miller, City Administrator; Roger Knutson, City Attorney, Lieutenant Jason Polinski; Chris Petree, Public Works Director; David Olson, Community & Economic Development Director; Julie Werner, Interim Finance Director; Brett Altergott, Parks & Recreation Director; Allyn Kuennen, Assistant City Administrator; Frank Dempsey, Associate Planner; Charlene Friedges, City Clerk 3. Citizen Comments None 4. Additional Agenda Information None 5. Presentations/Introductions Chief Meyer introduced five firefighters who have successfully completed their two-year probationary period. He administered the oath of office to Doug Larson, Josh Larson, Dan Schreffler, Kyle Johnston and Andy Schirmer. Chief Meyer also recognized Captain Taber Akin, Lieutenant Paul Miskimen, Captain Brian Kluck and Lieutenant Todd Ruhland who were recently promoted. Arenas Manager Shayne Ratcliff presented the Lakeville Arenas 2014 Annual Update. Brett Altergott asked the City Council to proclaim April 25, 2015 Arbor Day in the City of Lakeville. Council Member Swecker read the proclamation. Gregg Brodd, representing the Minnesota Park and Sports Turf Managers Association (MPSTMA) and Turfco, presented the 2014 Field of the Year Award to the City of Lakeville. Mark Kruse, Tony Novak and the park maintenance staff accepted the award on behalf of the City. Consent Agenda Motion was made by Anderson, seconded by Swecker to approve the following consent agenda items: City Council Meeting Minutes, April 20, 2015 a. Claims for payment b. Bill of Sale with Gear Up Foundation for the sale of a 1988 Spartan 1750 GPM aerial fire ladder truck g. Findings of fact and conditional use permit to allow expansion of a legal non -conforming single family home in the Shoreland Overlay District of Lake Marion, located at 10227 - 2051 Street W. h. Findings of fact and conditional use permit amendment to allow a compressed natural gas vehicle fuel dispensing facility at Holiday Mega Stop i. Findings of fact and interim use permit to allow an industrial business operated by A & D Recycling & Recovery, Inc. in the Office Park District, located at 10811 - 215' Street W. j. Site Improvement Performance Agreement with Mattamy Homes for Avonlea k. Resolution No. 15-45 approving the Timbercrest at Lakeville 71 Addition preliminary and final plat; findings of fact and conditional use permit to allow motor vehicle fuel sales with convenience grocery and commercial car wash 1. Resolution No. 15-46 awarding contract for City Improvement Project 15-02, Contract #1 m. Resolution No. 15-47 awarding contract for City Improvement Project 15-02, Contract #2 n. Amendment to Chokecherry Hill development agreement o. Resolution No. 15-48 supporting a Job Creation Fund application in connection with Mendell, Inc. Performance agreements with Schiffelly Puppets, New Folk Booking (Alison Scott and Billy McLaughlin) and Dennis Warner for the Lakeville Area Arts Center q. Professional Services Agreement with SPC Marketing for digital marketing at the Lakeville Area Arts Center Voice vote was taken on the motion. Ayes - unanimous 7. City of Lakeville 2015 Comprehensive Parks, Trails and Open Space Plan Brett Altergott presented the Comprehensive Parks, Trails and Open Space Plan update, which will provide the vision and guidance for expansion, development, redevelopment and maintenance of the community's park system through 2030. The plan focuses on the following aspects of park and trail development in the coming years: • Greenways and trails to destination locations within the system are emerging as more of a focus than individual parks within each neighborhood; • Refocus park development on broader, community -wide parks and define how to serve residents as the neighborhoods age and their needs change; • As current neighborhood parks need to be refurbished, analyze the demographics of the neighborhood prior to making expenditure recommendations; • Locate areas for destination parks such as a dog park, skate park, splash pad, etc. so that residents don't need to travel outside of our community; • Develop linear parks in the form of greenways along trails; • New park development and redevelopment of existing parks should be tailored to the region within which it is located rather than being too generic; • Focus on keeping park use consistent and keeping the younger generation engaged and interested enough to get out into the parks; • Partner with the schools, seek out corporate sponsorship and work with developers to define property owners' needs and preferences; • Create multi -generational parks that contain amenities to serve several age groups; • Develop guidelines to follow as parks are redeveloped or refurbished when neighborhoods age and as demographics change. Motion was made by Swecker, seconded by Davis to adopt the 2015 Parks, Trails and Open Space Plan. Roll call was taken on the motion. Ayes - Davis, Little, Swecker, Anderson, LaBeau 8.
