CITY COUNCIL MEETING MINUTES
May 4, 2015
Mayor Little called the meeting to order at 7:00 p.m. in the Council Chambers at City Hall. The
pledge of allegiance to the flag was given.
Members Present: Mayor Little, Council Members Swecker, Anderson and LaBeau
Absent: Council Member Davis
Staff Present: Justin Miller, City Administrator; Roger Knutson, City Attorney; Jeff Long,

4. Additional Agenda Information Mr. Miller provided a revised staff report for Item 61.
5. Presentations/Introductions
Chief Long introduced three new police officers, Scott Frame, Casey King and Casey Pahl.
Mayor Little administered the oath of office to the new officers.
Chief Long introduced 10 new police reserve officers who have recently completed their nine
week training program.
The City Clerk administered the oath of office to City Treasurer Jerilyn Erickson.
Jeanne Hutter, along with Tim Roche, addressed the City Council on behalf of the Lakeville
Convention and Visitors Bureau and requested the City Council proclaim National Travel and
Tourism Week in Lakeville. Council Member Swecker read the proclamation.
Council Member Anderson introduced Tom and Jeanne Mork. Mr. Mork provided
information on Tom's Big Ride, a 2100 mile bicycle ride to raise awareness for mental health
issues. Council Member Anderson read the proclamation for Mental Health Month.
Craig Manson and Greg LaMere, representing Lakeville Rotary, provided an overview of the
upcoming 131 Annual Taste of Lakeville event.

Consent Agenda
Motion was made by Swecker, seconded by LaBeau to approve the following consent agenda
items:
a. Claims for payment
b. Minutes of the April 20, 2015 City Council meeting
c. Reappointment of C.J. Harrison and Michael Reardon to the Cable TV Board
d. Resolution No. 15-49 granting Charter Cable Partners, LLC a franchise extension
e. Resolution No. 15-50 approving a gambling premises permit for the Lakeville Hockey
Association at Heavy Metal Grill
f. Findings of Fact and Conditional Use Permit to allow the construction of a detached
accessory building exceeding the maximum allowable floor area located at 20110 Judicial
Road
g. Findings of Fact and Conditional Use Permit to allow a small brewery with taproom located
at 20851 Holyoke Avenue; and Encroachment Agreement with Fairfield Crossing LLC
h. Resolution No. 15-51 approving the final plat of Berres Ridge 11 Addition
i. Performance Agreement with Steven A. and Laura S. Nelson for an administrative
subdivision
j. Resolution No. 15-52 calling a public hearing on the proposed modification of Airlake
Redevelopment Project No. 1 and establishment of Tax Increment Financing District No.

Voice vote was taken on the motion. Ayes - unanimous
7. Improvement Project 15-04, Kensington Boulevard
Monica Heil provided an overview of the proposed improvements to Kensington Boulevard.
Based on the bid results, the total cost of this project is proposed to be $1,041,445. This amount
results in a front foot assessment rate of $48.42, which is a 7.2% reduction from the feasibility
report estimate. The total project costs have been updated to include the estimate provided by
Xcel Energy to replace the street lights along a portion of Kensington Boulevard. The contract
requires that Kensington Boulevard remain open to traffic throughout construction.
Motion was made by Swecker, seconded by LaBeau to approve Resolution No. 15-56 calling a
public hearing on proposed assessments for Improvement Project 15-04, Kensington
Boulevard.
Roll call was taken on the motion. Ayes - Little, Swecker, Anderson, LaBeau
8. Improvement Project 15-05, Hamburg Avenue
Monica Heil provided an overview of the proposed improvements to Hamburg Avenue. Based
on the bid results, the total cost of this project is proposed to be $442,506. This amount results
in a front foot assessment rate of $18.24, which is a net reduction of 4.4% from the feasibility
report estimate. The City is currently working with the Dakota County Soil and Water
Conservation District and Vermillion River Watershed Joint Powers Organization on a grant to
fund the proposed drainage ditch improvements. The drainage ditch improvements will be bid
this summer as a separate project and will be completed prior to the street reconstruction.
Motion was made by Anderson, seconded by LaBeau to approve Resolution No. 15-57 calling a
public hearing on proposed assessments for Improvement Project 15-05, Hamburg Avenue.

Mr. Petree provided an update on the County Road 50/60 intersection improvement project.
The intersection has been closed and is proposed to remain closed until the end of August.
Project updates, including alternate route maps, are posted on the City's website.
