CITY COUNCIL/ISD 194 JOINT WORK SESSION MINUTES
June 18, 2015 – 6:00 p.m.
Marion Conference Room – Lakeville City Hall
City Council Members Present: Mayor Little, Council Members, LaBeau, Anderson and Davis
Absent: Council Member Swecker
ISD 194 Board of Education Members Present: Chair Volk; Board Members Skelly, Keliher,
Lind and Lewis
Absent: Board Member Erickson
Others present – Dakota County Commissioner Mary Liz Holberg; Lakeville Police
Lieutenant Tim Knutson; Renae Ouilette, ISD 194 Executive Director of Student and Special
Services; and Shannon Bailey, Dakota County Public Health Adolescent Health Coordinator.
Mayor Little called meeting to order at 6:05 pm. After introductions, he thanked everyone for
attending and then introduced Shannon Bailey, Dakota County Adolescent Health Coordinator.
Bailey began by recognizing Council Member Anderson and his involvement with Tom’s Big Ride.
Bailey’s presentation focused on data reporting, preventing suicide through a comprehensive
approach, reviewing city, school and community strategies, and the differences in mental
illness among teens and young adults. She also introduced several resources such as the Make
it OK campaign, the National Association on Mental Illness, and the 5th Annual Mental Health
Summit being held at Hosanna! Lutheran Church.
The presentation concluded at 7:30 p.m. and the floor was opened for comments and
questions.
LaBeau noted that it is oftentimes hard to diagnose mental illness. Bailey noted that a red flag
might be when someone who struggles with mental illness suddenly seems much better.
Kelliher noted that resources are also needed for teachers and staff who deal with these issues
as well. LaBeau added that resources are also needed for chaplains and public safety
personnel.
Mayor Little once again thanked everyone for attending and adjourned the meeting at 7:45 p.m.
