HomeMy WebLinkAbout06-17-15 CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES June 17, 2015 Co-chair Peterson called the meeting to order at 6:00 p.m. in the Lake Marion Conference Room at City Hall. Members Present: Lori Bovitz, Tom Goodwin, Judy Hayes, Scott Kelly, Jeanne Peterson Members Absent: Howard Lovelace, Bob Swan Staff Present: Parks & Recreation Director Brett Altergott, Environmental Resources Specialist Ann Messerschmidt, Recording Secretary Tamara Wallace 2. Approval of June 3 minutes Tom Goodwin asked that the minutes be edited to reflect the committee’s conversation and concern about the lack of tree preservation during discussion of Chokecherry Hill 4th Addition preliminary plat, as well as concern that one of the lots is very close to the wetland. 3. Citizen comments There were no citizen comments. 4. Staff report The annual youth soccer tournament, “Father’s Day Cup”, will be held this Friday, June 19 – Sunday, June 21 Lakeville Baseball Association tournament at King and Quigley Park Friday, June 19 – Sunday, June 21 5. Storm Water Pollution Prevention Program Public Meeting Ann Messerschmidt, Environmental Resources Specialist, gave a presentation regarding the Storm Water Pollution Prevention Plan (SWPPP). City staff is working with W.S.B. on a new plan that will be implemented in the coming year. Messerschmidt highlighted projects the department has been involved with the past year including roadside watershed clean-up day, Blue Thumb, and various nature programs. Steve McComas from Blue Water Science works with the City staff to protect and enhance the water quality in Lakeville. He gave a report on the status of each lake. 6. Grenada Business Park 2nd Addition preliminary and final plat Staff reviewed the Grenada Park 2nd Addition preliminary and final plat and outlined that the there was an error in the report in regards to the park dedication Parks, Recreation & Natural Resources Committee Meeting Minutes, June 17, 2015 Page 2 requirement. Altergott outlined that the Park dedication requirement had been met on the parent parcel and that no fees are required with this plat. Motion made by Tom Goodwin, seconded by Lori Bovitz to recommend to City Council approval of the Grenada Business Park 2nd Addition preliminary and final plat subject to the recommendations as presented by City staff . Ayes: unanimous 7. Pioneer Plaza Improvement Staff went through the bid and the full scope of work for the Pioneer Plaza improvement project, including Lakeville Rotary’s $12,000 donation for 12 benches in the park. There are currently four picnic tables on the site, two of which will stay, and the other two park maintenance hopes to refurbish and re -install. Finally, a large spruce tree will be planted to replace the current one used during the holiday lighting in downtown Lakeville. Motion made by Judy Hayes, seconded by Tom Goodwin to recommend to City Council approval of the TF Concrete & Masonry LLC and Architectural Landscape Design Inc. for Pioneer Plaza Improvements. Ayes: unanimous 8. Appointment of Lakeville Active Adults Committee At the June 3 meeting, the PRNRC interviewed applicants for appointment to the Active Adult Advisory Subcommittee. To stagger the term end dates, the committee selected the following applicants to serve a 2 year term: Bonita Edlund, Marilyn Bogen, and Jeanne (JC) Fredlund; and Patricia Rasmussen and Karen Blakenship to serve on a 1 year term. Motion made by Judy Hayes, seconded by Lori Bovitz to appoint selected candidates to the Parks, Recreation and Natural Resources Lakeville Area Active Adults Advisory Subcommittee. Scott Kelly abstained. Ayes: Lori Bovitz, Tom Goodwin, Judy Hayes, Jeanne Peterson 9. Other Business The July PRNRC meetings have been moved to July 8 and July 22 to coincide with the Planning Commission meetings. At the July 8 meeting, staff will outline the proposed 2016-2020 CIP budget. 10. Announcements There were no announcements. 11.
