HomeMy WebLinkAbout06-29-15CITY OF LAKEVILLE SPECIAL CITY COUNCIL MEETING MINUTES JUNE 29, 2015 Mayor Little called the meeting to order at 5:00 p.m. in the Council Chambers at City Hall. Members Present: Council Members Davis, Anderson, LaBeau and Mayor Little Absent: Council Member Swecker Staff Present: Justin Miller, City Administrator; Daryl Morey, Planning Director; Charlene Friedges, City Clerk 3. Avonlea Mr. Morey requested Council approval of the Avonlea final plat, which proposes 205 single family lots, 43 attached row townhouse units, one common area lot, a model home center and 24 outlots on 192 acres of land located along Cedar Avenue south of the City's Central Maintenance Facility. Daren Laberee of Mattamy Homes provided a brief overview of the development, which includes three single family lot types. A homeowners association (HOA) will be established, and the development includes a private HOA park and club house. A model village is proposed on the south side of Glenbridge Avenue west of Cedar Avenue. There will be one townhouse building east of Cedar Avenue that is used for model purposes. Planning Consultant Dan Licht stated the final plat is consistent with the approved preliminary plat, with two minor changes. He outlined the park dedication requirements for this phase of the Avonlea development as well as for the overall Planned Unit Development. Ultimately, approximately 66.5 acres will be dedicated for a future City Community Park west of Cedar Avenue and south of 1851 Street. The encroachment agreement will cover the landscaped median islands within the public street right of way for Glenbridge Avenue, Green Gables Trail and Gleaming Court. Under the encroachment agreement, the Avonlea HOA will be responsible for maintenance of the landscaped median islands. Motion was made by Davis, seconded by Anderson, to approve the following: Special Council Meeting Minutes, June 29, 2015 • Resolution No. 15-81 approving the final plat of Avonlea • Resolution No. 15-82 designating "no parking" areas • Encroachment Agreement with Mattamy Minneapolis, LLC and Avonlea Homeowners Association Roll call was taken on the motion.
