GRANT AGREEMENT WITH MINNESOTA DEPARTMENT OF COMMERCE
Proposed Action
Staff recommends adoption of the following motion: Approve resolution authorizing the Police
Department to participate in a grant agreement with the Minnesota Department of Commerce
for a bait car, complete in-car surveillance system for bait car and training for five LPD officers.
Overview
In 2014, Lakeville, Apple Valley and Farmington had a combined total of 71 auto thefts. Of
those thefts, 24 occurred in Lakeville. The Lakeville Police Department will receive
approximately $44,414 in grant funds, over the course of two years, for an Auto Theft
Prevention Program. The program is a cooperative with Apple Valley and Farmington. Grant
funds will cover the costs of a LPD bait car, complete in-car surveillance system for the bait car
and training fees in Latent Print Colle ction for Auto Theft, Basic Photography for Digital SLR and
Basic Crime Scene Investigation for five LPD officers. Funding awarded must be used for
programs that aid in the reduction of automobile thefts, increase education and awareness of
the public, respond to automobile theft incidents, and prosecute offenders in the cooperative
area. Funds not included in the grant award include administrative time, fuel for the bait car
and bait car maintenance. Effective date of the grant is July 1, 2015, or the d ate the State
obtains all required signatures. Expiration date of the grant is June 30, 2017. At the end of the
grant period, all equipment will be owned by the City of Lakeville.
Staff is recommending that the 2015 General Fund budget be amended to reflect grant-covered expenditures and
corresponding revenues..
Primary Issues to Consider
Minimal match required. All work performed is within the scope of LPD’s mission.
Match includes administrative salary, fuel and vehicle maintenance.

RESOLUTION AUTHORIZING
PARTICIPATION IN A GRANT AGREEMENT WITH
MINNESOTA DEPARTMENT OF COMMERCE FOR AUTO THEFT PREVENTION PROGRAM
WHEREAS, the Lakeville Police Department desires to participate in the Minnesota Department
of Commerce grant in order to receive Auto Theft Prevention grant funds to cover a bait car,
complete in-car surveillance system for bait car and training for five LPD officers.
NOW, THEREFORE, BE IT RESOLVED that the City of Lakeville City Council hereby authorizes the
Lakeville Police Department to participate in a grant agreement with the Minnesota
Department of Commerce for auto theft prevention projects during the period from July 1,
2015 through June 30, 2017; and
The Mayor and City Clerk are hereby authorized to execute such agreements and amendments
as are necessary to implement the project on behalf of the City of Lakeville and Lakeville Police
Department.
City staff is authorized to amend the 2015 General Fund budget to reflect grant-covered expenditures and
corresponding revenues.
