The meeting was called to order at 9:00 P.M. Chairman Bartholet presided.
Members present were Bartholet, Rather and Sunde. Dr. R. L. Evans and
Commissioner Scully attended. Mr. Carl Dale also was present to report on the
progress of the street naming and numbering and also beginning of the compre-
hensive plan.
The minutes of the August meeting were approved as read.
Dr. Evans gave his report on the Attendance record and the Committee's recom-
mendations to increase attendance. The first of their recommendations were
that more publicity concerning the activities of the Planning Commission was
needed and that there is a need for Central Inspection. It was also recom-
mended that postcards or reminders be sent to those areas whose representative
did not attend the quarterly meeting. Also that the Executive Board meeting
prior to the Full Commission meeting be shortened and to make the Commission
meetings more interesting, which Dr. Evans stated would hanpen since a Consult-
ant Plannee would be at these meetings to report on his activities as the
Consultant. Motion by Rather, second by Sunde that Dr. Evanst report be ac-
cepted, Motion passed.
A discussion was held concerning the Subdivision Regulations. It was decided
to wait for printing and enforcing until the Consultant had a chance to study
them and make recommendations for possible changes.
An ordinance is to be drawn by the Consultant for presentation to the Board of
County Commissioners at the meeting on October 26, 1965 which will make the
Street naming and numbering system ready for adoption.
The Executive Board and Planning Advisory Board members delegated Mr. Bartholet
to present to the Board of County Commissioners the recommendation of hiring a
Staff Planner at the meeting on October 19, 1965. Motion by Rather, 2nd by
Sunde, Motion passed.
Mr. Carl Dale began his report on progress for the preliminary plan of action,
stating the State Department of Businesss Development, State Highway Dept.,
Metropolitan Planning Commission and the County Engineer Department will all help
help in completing the Comprehensive plan. The first phase would be completed
at the latest by December and possibly earlier in November. Actual work on
the Comprehensive plan will begin in March of 1966. A motion to approve the
engineering firm of Orr—Schelen—Mayeron as Consulting Engineers for Midwest
Planning and Research, Inc. was made by Bartholet, second by Rather; Motion
passed. Mr. Dale also stated that he would like to complete the whole
Comprehensive in two years, but that the work could be extended to 36 months
if the need is apparent. Important data concerning the complete plan will be
given to the Executive Board iAembers, County Commissioners and office copies,
with notebooks provided for all. The final plan would be sent to every address
in the county for public education.

OCTOBER EXECUTIVE BOARD! MEETING
October 21, 1965
The meeting was called to order at 7:30 P.M. Chairman Bartholet presiding„
Members resent were Bartholet, Evans, Rother and Terry. Dr. Evans of
Mendota Heights has accepted the Chairmanship of the Legislative Committee.
Discussion of the Budget for 1966, the Street naming and numbering system, the
appointment of a Chairman for the Health & Welfare Committee, Staff Planner and
salary was held.
A notice is to be sent to each governmental unit indicating whetheror not a
representative of the local government attended the quarterly meeting.
Motion to adjourn at 8:00 P.M.

You are invited to become a member of the Elected Officials Review Committee
(EORC) being established by the Twin Cities Metropolitan Planning Commission.
This committee will review the products and recommendations of the Joint
Program for Land Use -Transportation Planning. As you know, political decisions
are needed before plans can be carried out. Elected officials are the political
decision -makers in the Area and, we believe,should be involved in the plan
preparation stages of the Joint Program. I hope you will accept appointment
to this committee. The enclosed statement gives additional information on
the Joint Program and the role of EORC .
The first meeting of the Elected Officials Review Committee will be held:

If you cannot serve on this committee, please designate a member of your
governing body to serve as its representative. It is important that representation
be continuous, if possible, with the same person attending all six presently
scheduled meetings. This will enable him to become thoroughly familiar with
this program and make him better able to report back to your board or council.
We recognize that local elections are being held and may have a bearing on who
is available. However, please make your appointment as soon as possible or
pass the invitation on to another elected official.
Beside your official representative you are also encouraged to bring to this meeting
as many other members of your board or commission as may wish to attend.
An addressed return postcard is enclosed. Vire would appreciate its return by
November 5th. If you have any questions, please feel free to call the Metropolitan
Planning Commission at 645-9194.
