MuiNING CONSIDERATIONS:
14 The Proposed Plat No. 1 submitted by Rath Realty indicates a 16.5 acre
site to be platted for single-family residential use in an area north of Lake
Ms, -ion which is not, presently served by sewer and water facilities. The
proposed plat shows only,one interior street off Bassett Road serving the 22
residential lots. It appears to be the intention of the petitioner to dedicate
2 :lots about .9 acres in in total size for use as a recreation site.
2.. There are several problems created by the proposed plat. While Bassett
Road is primarily a local street, it will oto some extent, serve as a collector
at:reet for all the homes in this area once the area is fully platted and
developed. Thus direct access onto Bassett Road should be reduced to a mini-
mtn and the six lots shown fronting on Bassett Road should be fronting on an
itaterior street.
3. The single road shown in the proposed plat presents a problem in terms
of providing poor egress and ingress for fire vehicles, road maintenance
equipment and snow plowing operations. The interior street as shown also
presents several unnecessarily sharp turning movements which would be avoided
by utilizing a simple IV" shaped interior.street.
6. The proposed park site of .9 acres is large enough to meet the dedication
requirement set forth in Section 5 (h)(2) of the Subdivision Regulations, how-
ever it is too small to serve as a neighborhood park (3 to 5 acres is preferred)
ani its location would tend to restrict its use only to those homes immediately
adjacent to it. Thus, it is questionable whether it would be feasible for
tha Township to develop this site for recreational purposes.
5. Two alternative plats, Sketch Plans "A" and "B" have been drawn to illus-
trate how some of the problems of the proposed site might be overcome. Sketch
pisn "A" shows a simple U-shaped interior street which would provide adequate
vehicular circulation and eliminate lots fronting on Bassett Road. it would
reduce the size of the lots, (100" X-150' would be the smallest which would
still be adequate to meet the standards of the Subdivision Regulations) but
it would increase the total number of lots to -:32. The park site would be

slightly larger (1.05 acres) than that proposed by the petitioner and would
have greater recreational potential because it would provide public actress to
Lake Marion.
6. Sketch Plan '$ " would utilize the same entrance point as proposed by the
petitioner but would have a modified U-shaped interior street. The size of
the lots on the outside perimeter of the interior street would be basically
the same as proposed by the petitioner while the remaining lots would still
'be of sufficient size to meet the subdivision requirements(15,000 sq. )o
The park site indicated hers; would be slightly larger than that of Plan "A"
but less desirable; it would have &he effect of eliminating house lots front-
ing on Bassett Rued.
7. It is suggested that the question of requiring a park site dedication for
this plat be reconsidered by the Planning commission and the Town Boardo
An
alternative to dedication would be a cash payment to the Town as set forth in
Section 5 (h) (4) of the Subdivision Regulations. This money could then be
held in trust by the Town for the purpose of acquiring and/or developing a
recreation site of suitable size to serve the entire neighborhood.
8. Finally, the Planning Commission is advised that the sketch plans are
metalalternative,sue estions and the petitioner should not be required to
use them. A new plat should be submitted by the petitioner which would:
a. provide complete interior street circulst,ion
b. eliminate lots fronting on Bassett toad
C. provide a more usable recreation site if such site is required by
the Town Board -
9. if the peti.ti6ner owns property contiguous to the proposed plats he
should be requested to submit a preliminary plan for all the property while
still being permitted to plat only the 16.5 acres as requested.
