CITY OF LAKEVILLE
CITY COUNCIL MEETING MINUTES
August 17, 2015
Mayor Little called the meeting to order at 7:00 p.m. in the Council Chambers at City Hall. The
Pledge of Allegiance to the flag was given.
Members Present: Mayor Little, Council Members Davis, Swecker, Anderson and LaBeau
Staff Present: Justin Miller, City Administrator; Roger Knutson, City Attorney; Jeff Long,
Police Chief; Chris Petree, Public Works Director; David Olson, Community & Economic
Development Director; Jerilyn Erickson, Finance Director; Brett Altergott, Parks & Recreation
Director; Daryl Morey, Planning Director; Charlene Friedges, City Clerk

5. Presentations/Introductions
Members of the Lakeville Public Safety Foundation, a non-profit organization that promotes
public safety, invited City Council members, City staff and the public to their upcoming Police
and Fireman’s Ball. The foundation also hosts the Brigham Memorial Golf Tournament.
Brett Altergott introduced members of the Lakeville Baseball Association, who presented a
$150,000 donation to the City of Lakeville for the King Park lighting project.
Mr. Altergott presented the July Parks and Recreation Department monthly report.
Chief Long presented the July Police Department monthly report.
Council Member Anderson spoke about his participation in Tom’s Big Ride and thanked the
mayor, council members and City staff for their support.
Consent Agenda
Motion was made by Davis, seconded by Swecker, to approve the following consent agenda
items:
a. Claims for payment

b. Minutes of the August 3, 2015 City Council meeting
c. Minutes of the July 27, 2015 City Council work session
d. Resolution No. 15-98 calling a public hearing on the certification of delinquent utility
accounts
e. Agreement with the Minnesota State Arts Board for an Operating Support Grant for Fiscal
Year 2016 at the Lakeville Area Arts Center
f. Resolution No. 15-99 authorizing the sale of vehicles
g. Findings of fact and building setback variance to allow the construction of a new single
family home in the Orchard Lake Shoreland Overlay District, 12235-175th Street W.
h. Final acceptance of public utilities in Aronson Bluff
i. Final acceptance of public utilities in Stone Ridge South
j. Site Improvement Performance Agreement with Hy-Vee, Inc.
k. Resolution No. 15-100 in support of a job creation fund application on behalf of SSB
Manufacturing Company
Voice vote was taken on the motion. Ayes – unanimous
7. Lakeville Hospitality, LLC
Angela Thomas and Nate Nelson, representing Lakeville Hospitality, LLC, requested Council
approval of a conditional use permit to allow building height greater than 35 feet on an 83
room Candlewood Suites extended stay hotel.
Dave Olson explained that the Candlewood Suites hotel is proposed to be constructed on an
existing lot of record located in the southeast corner of 210th Street (CSAH 70) and Keswick
Loop. The conditional use permit would allow architectural building elements (parapets) to be
taller than 35 feet on the proposed three-story hotel. The zoning ordinance allows building
height in excess of 35 feet in the C-3 District, subject to additional setback requirements and
approval of a conditional use permit. The proposed building setbacks will exceed the
minimum requirement. The proposed hotel use and building height will be compatible with
existing and future land uses in the area.

Motion was made by Swecker, seconded by Anderson to approve findings of fact and a
conditional use permit to allow a building height greater than 35 feet on property located at
21060 Keswick Loop.
Roll call was taken on the motion. Ayes – Davis, Little, Swecker, Anderson, LaBeau
8. Envision Lakeville Update
City Administrator Miller provided an update on the Envision Lakeville process. He outlined
the status of several key initiatives of the Envision Lakeville report, focusing on the 1-5 year
goals.
