APPROVE PROPOSAL FROM BARR ENGINEERING COMPANY
FOR ELECTRICAL ENGINEERING SERVICES FOR KING PARK LIGHTING PROJECT
Proposed Action
Staff recommends adoption of the following motion: Move to approve proposal from Barr
Engineering Company for electrical engineering services for King Park lighting_ project.
Passage of this motion will authorize Barr Engineering Company to provide electrical
engineering services according to the scope of work established in their proposal dated August
27, 2015.
Overview
On July 27, 2015 the Mayor and City Council reviewed the 2o16-2020 CIP. As part of the CIP,
staff proposed the lighting of the nine baseball fields at King Park, which includes parking lot
and trail lighting, commencing with Phase 1 in 2oi6 and finishing with Phase 3 in 2019.
At the August 17, 2015 City Council meeting, Lakeville Baseball Association (LBA) donated
$15o,000 towards the lighting project.
Attached is a proposal from Barr Engineering Company to complete the electrical design for
the complex, and includes the services for construction and administration of Phase I. Phase 1
includes lighting Fields #2, 4 and the Miracle Field in 2o16. Barr Engineering Company would
complete the design work in 2015. Barr Engineering Company is an approved consultant which
has a standing agreement with the City. The total cost for these services is $27,goo. The
$15o,000 donated by LBA will be utilized for the engineering services.
Primary Issues to Consider
• Are the lights at the complex needed? The installation of the lights will allow for additional
games to be played at the facility, ultimately preventing the need to acquire land for
additional fields.

Subject: King Park Baseball Complex Lighting Project

This memorandum outlines our scope of work and related fees for electrical engineering services for the
proposed lighting project at the King Park baseball complex. It replaces a previous proposal
memorandum that was dated March 13, 2014.
Proiect Description
The project scope includes a new electrical service and new walkway lighting, parking lot lighting, power
for a field irrigation system, and nine baseball field lighting systems. In addition, there is an existing
concession/restroom building that we anticipate can be reconnected to the new service cabinet.
Receptacles for practice pitching machines will be included along the third base side of all baseball fields
for six batting cages. Provisions for powering scoreboards will be included at each field. It is assumed
the scoreboards will have wireless controls, so no control wiring will be required. It is assumed any
sound systems used at the park will be portable type systems provided by the City. We will include
receptacles for powering the sound systems in the backstop area of each field.
We intend to provide a design for fielding lighting to an IESNA class III level of lighting, using Musco
Green Lighting Systems as the base bid. Other vendors may be permitted to bid as alternates or by
performance specifications, as directed by the City of Lakeville.
The construction documents will provide for three phases of construction, each approximately two years
apart. The design will take place in late 2015, with the first phase of construction in spring 2016.
It is our understanding the project is anticipated to have a total construction cost in the range of
$2,000,000 for all phases of construction.
Proposed Scope of Services — Design and Bid Phase:
We have included the following items in our scope of work for the design and bid phases of the project:
1. One site investigation visit to the park to review existing conditions, along with attendance at up to
three design review meetings.
2. Preparation of construction documents, consisting of electrical drawings and division 16 electrical
specifications. It is assumed the City of Lakeville will provide other specification divisions and
"front end" specifications.

3. As an option, if the City prefers that Barr takes responsibility for managing the bid documents, we
can offer those services for an additional fee, as shown below.
4. Coordination with power utility company.
5. Coordination of electrical requirements for irrigation equipment.
6. Coordination of phased construction requirements.
7. Final electrical cost estimate.
8. Responding to telephone or email questions, and preparation of addendums required during the
bidding process.
9. Review bids and make recommendations for approval.
10. It is assumed AutoCAD 2011 compatible electronic files will be made available for our use and
modifications, that construction documents will be reproduced and distributed by others, and that
reimbursable expenses such as mileage, postage, etc. will be in addition to our fee.
Proposed Scone of Services — Construction Administration Phase 1:
We have included the following items in our scope of work for the first phase of construction:
1. Shop drawing review.
2. Up to two construction observation visits to the site, with reports. Additional construction
observation visits can be provided on an as -needed basis for an additional fee as described below.
3. Construction phase services for future phases beyond the work planned in the spring of 2016 are not
included in this proposal. We can provide proposals for service for future construction phases at a
later date.
Proposed Fees
Barr Engineering Company proposes to provide the described services for the following lump sum
amounts:
