RESOLUTION REQUESTING THE MINNESOTA COMMISSIONER OF
TRANSPORTATION PERFORM A SPEED ZONE STUDY ON 210TH STREET FROM
HOLYOKE AVENUE TO KENSINGTON BOULEVARD
Proposed Action
Staff recommends adoption of the following motion: Resolve to request that the Minnesota
Commissioner of Transportation perform a speed zone study on 210th Street from Holyoke
Avenue to Kensington Boulevard.
Passage of this motion enables the completion of a study of the speeds along 21011 Street to
gauge the impact of increased traffic volume due to area development.
Overview
Under Minnesota statute, the Commissioner of Transportation authorizes the establishment
of speed limits. When local authorities feel that a speed limit is either greater or less than is
reasonably safe, they may request a speed zone study to determine a reasonable and safe
speed. In completing a speed zone study, the Minnesota Department of Transportation
investigates various factors including road type and surface, access points, segment length,
and traffic speed and volume.
The last speed zone study conducted for this segment of 210th Street in 2009 established a 50
mile per hour speed limit from Kensington Boulevard to Jacquard Avenue and 45 miles per
hour from Jacquard Avenue to Dodd Boulevard. The segment between Dodd Boulevard and
Holyoke Avenue has not been evaluated since 2002.
Since the speed limits were established, development has continued along this corridor and
Lakeville South High School has become a focal point for increases in traffic volume. A review
of the speed limit along 210th Street will ensure that they accurately match traffic volumes
and road conditions.
Primary Issues to Consider
• Is this speed study needed? It is prudent for the City to periodically revisit posted speeds
along its roadways as changes occur that can affect traffic volume and speed.

WHEREAS, pursuant to state statute, local authorities may request a speed zone
study when they feel that a speed limit is either greater or less than is reasonably safe, and
WHEREAS, residential development and road construction have changed traffic
volume, and
WHEREAS, an assessment of a reasonable and safe speed along this road segment
is necessary.
NOW, THEREFORE, BE IT RESOLVED, that a request is made of the
Minnesota Commissioner of Transportation to perform a speed zone study along 210t'
Street from Holyoke Avenue to Kensington Boulevard.
