PUBLIC HEARING
JOY'S THAI CUISINE
Proposed Action
Staff recommends adoption of the following motion: Move to grant a wine and on -sale 3.2%
malt liquor license to Toy's Thai Cuisine, 7704 - 1601 Street W.
Overview
In accordance with Title 3-1-6-2 of the Lakeville City Code, the City Council will conduct a
public hearing on the application of Joy's Thai Cuisine for a wine and on -sale 3.2% malt liquor
license. The applicant, Joy Mueller, has taken over the restaurant formerly known as Spice Cafe.
She plans to serve alcohol inside the restaurant only.
The Police Department reviewed the application and conducted a background investigation on
Joy Mueller, who is the sole owner of the business. The Police Department recommends approval
of the licenses as requested. Ms. Mueller will attend Monday night's public hearing.
Primary Issues to Consider
• Does the applicant meet the requirements for a wine and on -sale 3.2% malt liquor
license?
The applicant meets all State and City requirements for the licenses requested.

Background Investigation Process
All parties listed on the liquor license application as either an officer or a manager of the
business are required to complete a part II application, which includes personal
information and character references.
Several automated databases are used to do the criminal background checks on these
individuals. These databases include:
• Computerized Criminal History which shows all criminal contacts.
• CrimNet which shows any court related actions and whether the individual has
been detained in any correctional facility in Minnesota.
• Department of Vehicle Services which gives driver's license status and potential
arrest warrant information.
• Lakeville Police Department In -House Records which shows any local
contacts.
• Experian Credit Reporting Database
• Personal References are contacted and questioned reference the length of time
they have known the applicant, as well as how they are acquainted. A
generalization of the applicant's character, drinking habits and financial dealings,
as well as any knowledge of criminal history with the applicant.

Summary of Findings to Date
Joy Mueller has applied for a wine and a 3.2% malt liquor license (On Sale) for the
business she owns, Joy's Thai Cuisine.
Background checks were done on the applicant reference law enforcement contacts,
warrants, and criminal history. The following was discovered:
• Criminal History: None
• CrimNet: None
• DVS:
o Valid Drivers License
o No warrants
• In-house records: None
• Experian Credit Report: No liens /judgments
Conclusions:
The background investigation is complete.
The Lakeville Police Department has no reservations as to the approval for a wine and a
3.2% malt liquor license (On Sale). Joy Mueller did write that the alcohol would only be
allowed inside the building; therefore, this recommendation is for the interior portion of
her restaurant only.
