HomeMy WebLinkAbout09-23-15 CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES September 23, 2015 Chair Swan called the meeting to order at 6:00 p.m. in the Lake Marion Conference Room at City Hall. Members Present: Lori Bovitz, Judy Hayes, Scott Kelly, Howard Lovelace, Jeanne Peterson, Bob Swan Members Absent: Tom Goodwin Staff Present: Interim Parks & Recreation Director John Hennen, Environmental Resources Manager Mac Cafferty, Recording Secretary Tamara Wallace 2. Approval of September 9 minutes Minutes were approved as written 3. Citizen comments A student, Nathan, from the University of Augsburg studying social services, sat in on the meeting to observe as part of the political studies portion of his courses. He wanted to listen in on the meeting, and ask questions at the end. 4. Staff report The Pioneer Plaza Rededication took place on Thursday, September 17 at 6:00pm. In spite of heavy rains earlier, the event was attended by approximately 30 people, and went really well with some family members of the Pioneers present at the rededication. The Parks & Recreation staff is at Logis’ office in Golden Valley training for the new software system, RecTrac, which will roll out later this year. Offsite training is scheduled for the weeks of September 21 and October 19. The Lakeville Arts Festival held on September 19 & 20 was a succes s with overall sales reported as up across the board from liquor, artists, and food vendors. The Lakeville Garden Club recently reached out to the department about putting together some flower pots to display at Pioneer Plaza, and to maintain the flowers and planting beds at the Vet’s Memorial site. 5. Other Business Interim Parks & Recreation Director, John Hennen, met with Rainbow Tree Care at Orchard Lake Park regarding the health of the trees. Their advice was to remove six dead or dying trees, and to inject two trees as a preventative treatment for Oak Wilt. Parks, Recreation & Natural Resources Committee Meeting Minutes, September 23, 2015 Page 2 Nathan, the citizen sitting in on the meeting, asked what the general goals of the PRNRC were, as well as how often the committee meets . Chair Bob Swan stated the committee is dedicated to preserving, maintaining, and enhancing our park system to fit the needs and demographics of the area. Also that the committee meets twice a month – typically on the first and third Wednesdays of the month. Judy Hayes added that the committee also focuses on the natural resources component of the parks, and therefore does its due diligence to protect these natural areas. Judy Hayes also asked for an update on the final numbers for paddle boarding at Antlers Park this summer. 6. Announcements None 7. Lakeville Commerce Center 4th Addition Preliminary and Final Plat Staff reviewed the Lakeville Commerce Center 4th Addition Preliminary & Final Plat and discussed tree preservation, wetland impact, park dedication, and drainage. Judy Hayes clarified whether the incoming restaurant would present any inconvenience to neighbors, asked about flower beds to help with the wetland drainage, and how wetland boundaries are determined. Howard Lovelace asked about the pipeline on site. Motion made by Lori Bovitz, seconded by Howard Lovelace to recommend to City Council approval of the Lakeville Commerce Center 4th Addition Preliminary and Final Plat subject to the recommendations as presented by City staff Ayes: unanimous 8. Park Tour of the Southern Lakeville Parks The committee concluded its tour of the parks as part of the 2015 Work Plan, finishing up with parks in Southern portions of the City. These parks included: Kensington, Meadows, Chadwick, Stoneborough, Jaycee, Village Creek, Spyglass, and James Jensen parks. 9.
