CITY COUNCIL MEETING MINUTES
October 19, 2015
Mayor Little called the meeting to order at 7:00 p.m. in the Council Chambers at City Hall. The
Pledge of Allegiance to the flag was given.
Members Present: Mayor Little, Council Members Davis, Swecker, Anderson and LaBeau
Staff Present: Justin Miller, City Administrator; Elliott Knetsch, City Attorney; Jeff Long,
Police Chief; Chris Petree, Public Works Director; Daryl Morey, Planning Director; John
Hennen, Interim Parks & Recreation Director; Charlene Friedges, City Clerk

5. Presentations/Introductions
Fire Chief Meyer introduced Mary Francis representing Invisible Fence -Twin Cities, who
donated eight specially designed pet oxygen masks to the Lakeville Fire Department.
Chief Meyer recognized Dominic Wareham and his sons Ethan & William, who noticed a
garbage can on fire next to a home. The boys and their father not only called 911 but Dominic
pulled into the address to find no one home, found the residence garden hose and extinguished
the fire prior to Police and Fire arrivals. Certificates of commendation were presented to the
Warehams.
Chief Long presented the September Police Department monthly report.
John Hennen presented the September Parks & Recreation Department monthly report.
Consent Agenda
Motion was made by Anderson, seconded by LaBeau, to approve the following consent agenda
items:
a. Claims for payment
b. Minutes of the October 5, 2015 City Council meeting

c. Resolution No. 15-127 calling a public hearing to assess City Code violations
d. Resolution No. 15-128 approving Minnesota Department of Health Grant Agreement to
support wellhead protection activities
e. Ordinance No. 946 rezoning property located at 20345 Iberia Avenue from RM -1, Medium
Density Residential, to Planned Unit Development
f. Public Improvement and Special Assessment Agreement with Kurt Patrick Ploog for
property located at 9775 - 2151 Street W.
g. Resolution No. 15-129 accepting donation to the Fire Department from Invisible Fence
Twin Cities
h. Resolution No. 15-130 supporting Dakota County designation of County State Aid
Highway (CSAH) 46 from CSAH 23 to the eastern City boundary as a 10 -ton County
highway
i. Agreement with Springsted Incorporated for consulting services associated with
recruitment of a Parks & Recreation Director
Encroachment agreements with Stephen and Susan Oswald, 9343 1781'' Street W, and
Douglas and Dana MacCallum, 9349 178th Street W, for installation of private drain tile on
public easements
Voice vote was taken on the motion. Ayes - unanimous
7. 2016 Street Reconstruction Project
Ms. Heil presented the 2016 street reconstruction project. The estimated project cost is
12,933,260. Project funding is based on the City's street assessment policy. Approximately
$3.35 million will be specially assessed to the benefiting property owners. Ms. Heil explained
that the project includes complete watermain replacement within some areas of the project.
Improvements vary by surface and utility needs. There are seven different areas identified for
street improvements. She provided an overview of the proposed improvements and estimated
assessments within the various project areas.
A public hearing on the proposed improvements will be held on November 16, 2015. Ms. Heil
pointed out that the project costs and assessments are estimates at this time; actual costs will
not be determined until after bids are opened in March of 2016.

Motion was made by Anderson, seconded by Davis, to approve Resolution No. 15-131
approving a feasibility report and calling a public hearing for the 2016 street reconstruction
project, Improvement Project 16-02.
Roll call was taken on the motion. Ayes, Davis, Little, Swecker, Anderson, LaBeau
