Home My WebLink AboutItem 3.dJ�ukevi��e Memorandum To: Justin Miller, City Administrator From: Monica Heil, Operations and Maintenance Engineer Copy: John Hennen, Interim Parks and Recreation Director Chris Petree, Public Works Director Date: November 17, 2015 Subject: North Creek Greenway Trail Project Status Update Background City of Lakeville Public Works The proposed North Creek Greenway Trail Project in Lakeville is a 1.05 -mile trail extension proposed to connect the existing regional greenway trails located at 173rd Street in Lakeville to the shared City of Lakeville/City of Farmington limits (see attached figure). The City of Lakeville and Dakota County applied for Federal Transportation Enhancement Funds to construct the trail, and were awarded $899,410 in 2012. Current 2015 budgeted revenue sources to construct the trail include: Source Federal Grant $ 899,410 Dakota County (Construction Contribution) $ 224,857 Park Dedication Fund (Engineering) $ 112,210 $ 1,236,477 In addition to the aforementioned 2015 budgeted revenue sources, $100,000 of Park Dedication Funds were allocated in 2014 for preliminary engineering and design of the project. With the grant application, the City agreed to pay the costs associated with engineering and design of the trail, while the County had agreed to acquire the easement necessary to construct the trail and to also contribute up to 20% of the trail construction costs not otherwise funded by grant dollars. Both the City and the County have spent much time working to assemble a preliminary trail alignment and to acquire the necessary easements. To -date, the City has spent $116,278.75 in preliminary design and geotechnical engineering services. To complete the final design of the trail and take the project through construction, the total engineering fees are estimated to be: Engineering Task Geotechnical Evaluation $7,898 Preliminary Engineering* $119,153 Esmt., Grant Ext., Wetlands $25,740 Project Memorandum Update $7,000 Final Design $36,600 Construction Admin. & Insp. $142,340 Materials Testing $17,500 $356,231 *$116,278.75 of the estimated $119,153 preliminary engineering fees have already been incurred. The estimated construction costs for the project are $1,186,157.50 (see attached). Of that $1,186,157.50 in estimated construction costs, $899,410 will be funded using Federal Transportation Enhancement Funds and $237,231.50 will be funded by Dakota County (20% of the estimated construction costs). This leaves $49,516.00 in presently un -funded estimated construction costs associated with the project. It should be noted, that both the construction costs and the estimated final engineering design and construction inspection costs are subject to change based on final design of the bridge crossing North Creek. At this time, engineering and construction costs for the project exceed $1.54M, and $1.24M has been budgeted. Additional funding sources must be identified in order to continue work on the project. Dakota County has indicated they will assume all easement acquisition costs associated with the project, which are currently estimated at $138,000 plus closing costs. Options In December of 2014, the City did submit to MnDOT State Aid Offices an extension request for the project. This extension request was approved, but with the requirement that construction begin on the project by 2016. Construction of the trail using federal trail grant dollars will require all of the amenities proposed within the original grant application, including a trailhead facility in East Community Park. Should the City desire to move with construction of the trail in 2016, it will require funding sources be identified to accommodate a $356,231 in total engineering and inspection services, as well as the potential to absorb $49,516.00 in estimated construction costs for a total of $405,747. With $100,000 in Park Dedication Funds budgeted for the project in 2014 and $112,000 budgeted in 2015, $193,747 of the estimated engineering and construction costs remains unfunded at this time. The City can also consider the possibility of constructing the trail with development throughout this area. In this scenario, the City would be responsible for 3/8t" of the trail material costs and, depending on the development plans for the area, some portion of the costs associated with the trail crossing the creek. City staff has conservatively evaluated what those costs might look like at the time of development, and have estimated those costs at approximately $395,000. It should be noted, however, that in the event the trail is constructed as development occurs in the area, the estimated City -share of the project costs does not include the costs associated with constructing a trailhead facility within East Community Park. Variables At this time, Dakota County is still working with two property owners to secure the necessary easements to construct the project. While the deadline to have these easements in-place is March of 2016, the City would need to authorize the production of final plans and specifications ahead of the easements being acquired in order in order to have plans and specifications submitted to State Aid for review and approval by May of 2016. The construction cost estimate for the bridge crossing over North Creek is still in its preliminary stages. A more accurate cost estimate to construct the bridge cannot be derived until final plan production has been completed. The costs associated with the bridge construction, and in -turn, inspection services, are subject to change. Finally, looking at the current status of the project and the work that remains, City staff would anticipate a bid opening for the project in mid -Summer of 2016. Contractor workloads at that time may affect the bidding climate, and could adversely impact the construction costs we hope to see for the project.
