PARKS, RECREATION & NATURAL RESOURCES COMMITTEE
MEETING MINUTES
November 18, 2015
Chair Swan called the meeting to order at 6:00 p.m. in the Lake Marion Conference
Room at City Hall.
Members Present: Lori Bovitz, Tom Goodwin, Judy Hayes, Scott Kelly (Left at 7:40
p.m.), Howard Lovelace, Jeanne Peterson, Bob Swan
Members Absent: None
Staff Present: Interim Parks & Recreation Director John Hennen, Environmental
Resources Manager Mac Cafferty, Recording Secretary Tamara Wallace
2. Approval of November 4 minutes
Minutes were approved as written
3. Citizen comments
There were no citizen comments
4. Staff Report
After 14 years of service with the City of Lakeville’s Parks & Recreation department,
Recreation Program Supervisor Dan Brettschneider has put in his resignation with
Lakeville, and has accepted a position as Parks, Recreation, and Forestry Director
for the City of Brookings, South Dakota. Dan has been a tremendous asset to the
department leading countless successful events throughout the years, and staff
wishes him well in his next career endeavor. Dan’s last day with the City will be
Tuesday, December 1. Congratulations Dan.
5. Warweg Addition preliminary and final plat
Staff reviewed the Warweg Addition preliminary and final plat, and reported that the
closing date has been pushed out to the end of January.
Motion made by Tom Goodwin, seconded by Howard Lovelace to recommend
to City Council approval of the Warweg Addition preliminary and final plat, subject
to the recommendations as presented by City staff.
Ayes: unanimous
6. Dodd Crossing preliminary plat
Staff reviewed the Dodd Crossing preliminary plat and discussed ponding, storm
water drainage, and site grading.
Motion made by Lori Bovitz, seconded by Tom Goodwin to recommend to City
Council approval of the Dodd Crossing preliminary plat, subject to the
recommendations as presented by City staff.

7. Review Notes & Comments from the Northwest and Southern Park Tours
The committee continued discussion on the notes and comments from the tour of
the parks system previously completed.
Finishing with the Northwest and Southern parks, the committee discussed the
notes and comments from each park, and brainstormed ideas and key points on the
park’s use and amenities that could be added, removed, or relocated to improve the
overall quality of the park. The parks discussed at this meeting included: Kenmore
Park, Lone Oak, Kenreel, Orchard Lake, Orchard Lake Beach, Wayside, Prairie
Lake, Brackett’s Crossing, Basset, Lakeridge, Kensington, Meadows, Chadwick,
Stoneborough, Jaycee, Village Creek, Terrace, Spyglass, and James Jensen parks.
As part of the next phase in this portion of the PRNRC 2015 Work Plan, in
December the committee will go through all key points and ideas shared during the
parks tour discussion, prioritize those ideas, as well as look at what amenities the
community is missing. The committee also preliminarily discussed sending out a
survey to specific neighborhoods to get feedback and thoughts from the residents
on the parks in their area.
