HomeMy WebLinkAboutItem 06.rDecember 2, 2015 Item No.________ POSITION CLASSIFICATION AND PAY PLAN FOR PART TIME LIQUOR EMPLOYEES Proposed Action Staff recommends adoption of the following motion: Move to Approve the Resolution Amending the Position Classification and Pay Plan for Part-Time Liquor Employees. Passage of this motion will result in compensation changes for 2016. Overview Staff recently conducted a survey of other municipal liquor stores to ensure that we continue to provide compensation and benefits that encourage recruitment and incent employees to remain members of the Lakeville team. We found that the wages paid to our part-time staff are competitive; therefore we are not recommending an increase for cost of living. To recognize their commitment and dedication to helping make the Lakeville Liquor Operation the highest in gross revenues and net profit with the lowest operating expense to sales ratio of all municipal operations, we recommend a recognition pay based on tenure. The survey also indicated that many municipal liquor operations are providing an incentive to encourage employees to work on holidays. Therefore staff is recommending that we pay 1.5 times the regular rate of pay for four major holidays; Memorial Day, Independence Day, Labor Day and Christmas Eve Day, consistent with other municipal operations. Staff reviewed these options with the Personnel Committee and they recommend approval of the attached resolution. Primary Issues to Consider What are the cost/benefits of the proposed changes? The overall cost of the proposed changes will be $3,000 provided through the liquor fund. The benefits will include increased retention of part-time employees, incentivizing employees to work on holidays and increased recognition of long-term employees. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeville, Minnesota: A. WAGE STRUCTURE : 1. Employees will be evaluated on their employment anniversary date. An evaluation that results in a satisfactory performance report will entitle the employee to progress to the next step in their position grade. A less than satisfactory performance will result in the employee being frozen in their position step until their performance improves to satisfactory. 2. Employees who work on Memorial Day, Independence Day, Labor Day and Christmas Eve Day will receive 1.5 x their regular rate of pay for each hour worked. B. RECOGNITION PAY: 1. Those employees actively employed on December 31, 2015 will receive the following taxable gift card in 2016 in appreciation of their exceptional service during 2015. Five years or more of service $ 200.00 More than one but less than five years of service $ 50.00 Less than one year of service $ 25.00 C. WAGE STRUCTURE: 1. The following part-time liquor store positions are set forth as listed. 2. In the event that a part-time employee is serving alcohol at a Lakeville Liquors event at the Lakeville Area Arts Center, their rate of pay will be assigned at Grade Level 10 using their existing step.
