HomeMy WebLinkAboutItem 06.sDecember 2, 2015 Item No.________ POSITION CLASSIFICATION AND PAY PLAN FOR REGULAR NON-UNION EMPLOYEES Proposed Action Staff recommends adoption of the following motion: Move to approve the Resolution Amending the Position Classification and Pay Plan for Regular Non-Union Employees. Passage of this motion will result in compensation changes effective January 1, 2016. Overview Staff is recommending a cost of living increase for regular non-union employees of 2.5% effective January 1, 2016. This increase is consistent with salary adjustments provided to other municipal employees in our comparable market. Adjustments to existing classifications listed in the resolution are recommended as a result of market conditions and department reorganizations to create additional efficiencies. The Personnel Committee has reviewed the proposed changes and recommends approval of the resolution. Primary Issues to Consider • What are the proposed changes made to the resolution? Staff recently conducted a survey related to municipal liquor store wages and benefits. The results of that survey indicated that the Liquor Operations Director and the Assistant Store Managers were not paid a competitive wage. The following changes are being recommended based on the survey: Liquor Operations Director; increase from Grade Level 32 to Grade level 33 Assistant Store Manager; increase from Grade Level 14 to Grade Level 19. The change to Assistant Store Manager will be made over a three-year period as indicated in the resolution. The 2016 Budget recommends the elimination of car allowance. To make this decision, staff conducted studies of comparable cities to determine compensation levels of the positions affected. As a result, the Building Official is recommended to increase from Grade Level 31 to Grade Level 32. Each Department within the City is encouraged to evaluate efficiencies whenever possible. The Finance Director and the Police Chief reviewed positions within their Departments and have added and/or changed positions as approved by the Personnel Committee. When the Police Records Specialist resigned in 2015, the Chief reviewed department needs and recommended a more specialized position to add an additional layer of crime analysis. The Records Analyst position has been placed at a Grade Level 21. The Finance Director completed an analysis of the department and recommended the newly created Assistant Finance Director position and the elimination of the Senior Administrative Assistant. The Assistant Finance Director was placed at Grade Level 33 and filled by an internal candidate. The Senior Administrative Assistant, with current responsibility for the Dakota Communications Center payroll, has moved to Human Resources as Payroll Technician, filling an approved budget request for additional payroll and benefits assistance. The additional responsibilities for the position increased the wage from Grade Level 19 to Grade Level 20. Prior to recruitment for a new Senior Accountant, staff reviewed market wages for Senior Accountant. As a result, the Senior Accountant position will increase from Grade Level 26 to Grade Level 28. CITY OF LAKEVILLE RESOLUTION NO. ____ RESOLUTION GRANTING APPROVAL OF POSITION CLASSIFICATION AND PAY PLAN WHEREAS, the City Council has adopted pay plans from time to time to provide for the compensation of employees in various positions; and WHEREAS, the pay plan should be adjusted from time to time in consideration of the changes in the cost of living as measured by the U.S. Department of Labor, market conditions, and position evaluations. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeville, Minnesota: 1. The attached pay plan is hereby adopted for the positions listed and will be effective January 1, 2016. 2. The following policy shall be used to administer this pay plan. A. Employee Progression A-1. Employees hired will start employment at the start step unless credit is given for prior relevant work experience. A-2. Employees will be evaluated by their immediate supervisor on their employment anniversary date. An evaluation that results in a satisfactory performance report will entitle the employee to progress to the next step in their position grade. A less than satisfactory performance will result in the employee being frozen in their position step until their performance improves to satisfactory. A-3. Employees progress through the steps on an annual basis until they reach the top 60- month step. The 60-month step is the highest step level of each grade. A-4. Part-time employees may advance to the next eligible step upon completion of 2080 hours worked. B. Pay Plan Adjustments Based on Consideration of Market Conditions and Cost of Living Changes B-1. Employees will receive any increases of the pay plan on the date approved by the City Council subject to their satisfactory performance. B-2. Compensation surveys will be completed regularly to ensure that wages for non-union positions are comparable to those of other similarly situated cities. B-3. The Assistant Store Manager position will transition from Grade Level 14 to Grade Level 19 over a three-year period by receiving the annual cost of living increase plus an additional $2.00 per hour per year until the transition is completed.
