Fiber Connections to City Facilities
City staff has been working with Elert & Associates to design a city-wide plan to develop a
fiber network to connect the City’s 21 facilities, including 15 buildings and 6 water towers.
The report provided three scenarios to develop the network; a complete build with no
partnerships estimated at $2,702,866; a two-way partnership with the City and Dakota County
estimated at $2,267,920 and a three-way partnership with the City, Dakota County and
ISD#194, estimated at $1,421,041. Elert & Associates is currently working on a
communications project for the Holyoke Water Tower. If approved and funded with the
water tower project, the 3rd scenario in the report would be reduced to $1,327,071.
After reviewing the options, staff has concentrated on the 3rd scenario which is a
recommendation to utilize ISD#194’s existing fiber as a backbone along Ipava Avenue as well
as other key locations throughout the city. Dakota County would provide the materials (fiber
strands, conduit, manholes, hand-holes and splice enclosures) in return for access to unused
fiber strands. The City would pay for the installation of the County provided conduit and fiber
network to connect the 21 facilities.
The benefits of a City owned fiber network include:
o Increased bandwidth up to 1 GB service:
Improve network connectivity between primary and secondary sites to
facilitate data transfer rates for backup and recovery.
Help reduce data bottleneck at police station, caused by current 100MB
limit, with video uploads and anticipated increases with high definition
units.
Utilize features of current virtual infrastructure software to leverage
high availability and site to site mirroring. Currently limited by available
capacity.
o Redundancy options; permit alternate routing during outages both locally and
regionally.
o Eliminate dependency on Charter Business, and annual payment of $42,000, for
service to City facilities.
o Remote monitoring of water tower sites.
o Collaborate, with public and private interties, on projects with mutual interest
and benefit.
o Lease of unused fiber capacity could be used as a revenue source.
Attached for review and discussion are the City Fiber Network Schematic Design by Elert &
Associates, a map showing the approximate locations of existing as well as proposed fiber
locations. I have included a cost break down of each run for your review as well.
At this time staff is seeking authorization from the City Council to begin formal conversations
with Dakota County and ISD 194 to further investigate the possible development of a joint
fiber infrastructure network. The next steps in the project could include preparation and
advertisement for a Request for Proposal (RFP) to determine actual build costs.
Staff will be available at the December 14th work session to discuss and review the attached
materials.

Overview
The City of Lakeville plans to develop a city-wide broadband network to better provide
services to all of its sites.
The purposes of this initiative are to improve access to broadband and to boost public
employees’ productivity by ensuring always-on networking and sufficient capacity to
eliminate network delays.
The City of Lakeville would supplement existing fiber links and, in many cases, replace
current leased-bandwidth connections among facilities.
The City has identified 21 sites to be connected to a City Fiber Network (CFN). Among these
are:

Existing and Future Fiber Optic Assets
ISD #194 has the existing fiber optic network installed in 2004. The existing fiber
infrastructure interconnects 15 schools and administrative offices. Additionally, this
network connects to the City Hall, Ames Arena, and Hasse Arena. The network design was
established such that each school was connected to Lakeville High School with 24 fiber
strands. The District uses 4 fiber strands for data/video connection to each school. This
leaves approximately 18-20 fiber strands unutilized in a fiber link to each school.
For example, the District has 72 unutilized fiber strands that run along Ipava Avenue from
202nd Street to 162nd Street. Those unutilized strands can be potentially used for the City
fiber optic backbone. The vast majority of the City sites listed above can be connected to
the network as lateral connections of this backbone.
Elert & Associates believes that the City should negotiate with the District for use of the
unutilized fiber optic infrastructure for CFN.
Dakota County has very limited fiber infrastructure within the City of Lakeville. The County
has only one connection from City Hall to Heritage Library.
However, the County plans on negotiating with ISD #194 for use of the unutilized fiber for
the traffic signals control along Ipava. E&A believes that it will be a good opportunity for
the City to join the County in negotiation of those used fibers.
The County also has plans on installing new 288 strands fiber cable from the Western
Service Center (WSC) to the ISD #194 District Office. The fiber cable will be installed along
210th Street in the City. This connection will provide an opportunity for the City to establish
a redundant connection from WSC to the City and boost economic activity in the City of
Lakeville’s Business Park.
Redundant Wireless Data Link
The City can create a completely separate network path between the City Hall and Police
building in order to remove the risk of failure of fiber cuts off-site and out of the City’s
control. Redundant wireless backhaul links, such as a point-to-point microwave link, will
have a lower throughput as the City’s primary fiber network.
Today, licensed point to point microwave radios can provide interference-free GigE full
duplex connectivity at 99.999% predictable reliability and with <2ms latency.
Estimated cost for microwave equipment and installation of wireless redundant point-to-
point microwave radios is $150,000 for a link. The estimated cost does not include a line of
sight study. Please be aware that a potential outcome of a line of sight study might be the
necessity of building radio towers in order to house microwave antennas. The line of sight
study can be conducted as part of construction documents development. Since the line of
sight study is not part of this engagement, the cost of the radio towers construction is not
included in the estimate.

Schematic Designs for the City of Lakeville New CFN
As part of the schematic design, E&A estimated three scenarios for building CFN:
1. In the first scenario, the City will build new fiber optic infrastructure to connect the
City facilities listed above by means of employing a contractor who will provide
materials and labor for CFN. The only area where the City will utilize the existing
conduit is a fiber run along Cedar Street from the maintenance facility to the
intersection of 160th Street and Cedar Avenue. When E&A was estimating a probable
cost for the first scenario, we assumed that the City will be able to use the County-
owned fiber installed along 160th Street to get to Fire Station #2 and Galaxie Liquor
Store.
Estimated cost for this scenario is $2,702,866.
The estimated cost includes $96,000 of the engineering fees
2. In the second scenario, the City will build new fiber optic infrastructure to connect
the City facilities listed above by means of employing a contractor who will provide
only labor and miscellaneous material for CFN. Dakota County will provide fiber
optic cable, conduits, splice enclosures, manholes, and handholes for this project for
an exchange of a right to use some of the fibers that will be installed by the City.
Only the area where the City will utilize the existing conduit is a fiber run along
Cedar Street from the maintenance facility to the intersection of 160th Street and
Cedar Avenue. When E&A was estimating a probable cost for the second scenario,
we assumed that the City will be able to use the County-owned fiber installed along
160th Street to get to Fire Station #2 and Galaxie Liquor Store.
Estimated cost for this scenario is $2,267,920.
The estimated cost includes $96,000 of the engineering fees
3. In the third scenario, the City will build some lateral connection to the City facilities
from the backbone utilizing the County-provided materials and negotiate with the
District for the use of the existing District-owned infrastructure along Ipava, from
210th to Art Center, along 215th Street to Airlake Tower, along 162th Street to
Kenrick Liquor Store and existing conduit from Marian Lake ES to City Hall. Dakota
County will provide fiber optic cable, conduits, splice enclosures, manholes, and
handholes for the areas where the new construction is required for an exchange of a
right to use some of the fibers that will be installed by the City.
As described in Scenario 1 and 2, the City will utilize the existing conduits along
Cedar and the County fiber along 162nd.
Estimated cost for this scenario is $1,421,041
