HomeMy WebLinkAbout12-02-15 CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES December 2, 2015 Chair Swan called the meeting to order at 6:00 p.m. in the Lake Marion Conference Room at City Hall. Members Present: Lori Bovitz, Tom Goodwin, Judy Hayes, Scott Kelly (arrived at 6:01 p.m.), Howard Lovelace, Jeanne Peterson (arrived at 6:02 p.m.), Bob Swan Members Absent: None Staff Present: Interim Parks & Recreation Director John Hennen, Environmental Resources Manager Mac Cafferty, Recording Secretary Tamara Wallace 2. Approval of November 18 minutes Minutes were approved as written 3. Citizen comments There were no citizen comments 4. Staff Report The department’s new software system, Rectrac, rolled out on Tuesday, December 1 which will be used for program registrations, park reservations, and eventually the Arts Center ticket sales. The Heritage Center will begin using the new system on January 1, 2016. The “Holidays at the Heritage Center” will be held this Saturday, December 5 from 9 a.m. – 1 p.m. Events include the Santa’s Secret Store, Holiday Bake Shoppe, Holiday Vendor Market, and Cookies for Santa. The Downtown Lakeville Business Association’s “Holiday on Main” event will be held on Saturday, December 5 from 9 a.m. – 2 p.m. Recreation Program Supervisor, Dan Brettschneider’s last day with the department was Tuesday, December 1, as he heads to Brookings, South Dakota as the new Parks, Recreation, & Forestry Director. The department will use this as an opportunity to do some restructuring, however in the interim Kacie Robin son will be helping on a temporary basis with recreation programming approximately 25 – 30 hours/ week; and Dave Carroll from the Lakeville Arenas, will temporarily assist with the adult leagues. The committee also asked for an update on the Parks & Recreation director search. Staff indicated the Human Resources department, City Administrator, and recruiting consultant were in the process of looking through and narrowing down applications submitted, with a target start date for the director of February 1, 2016. Parks, Recreation & Natural Resources Committee Meeting Minutes, December 2, 2015 Page 2 The Arts Center has a number of upcoming performances including the anticipated “Elf Junior – the Musical” inspired by the movie “Elf.” Advance tickets are recommended and can be purchased online now. 5. Discuss Proposed Pollination Garden at Valley Lake Park City staff was approached by the Rotary Club of Lakeville to identify a possible location for a Pollinator/ Butterfly Garden within the City. The Rotary Club is interested in providing financing for the project. After analyzing several locations, the committee was provided with a recommendation from Staff to place this Pollinator/ Butterfly Garden at Valley Lake Park. The committee reviewed the documentation provided and discussed cost, annual maintenance fees, what types of flowers would be present, possible partners for the project, wildlife impact, and organizations/ groups that would be interested in volunteer opportunities to help build the Pollinator/ Butterfly Garden. Motion made by Jeanne Peterson, seconded by Tom Goodwin to approve that Staff continues to work with the Rotary Club of Lakeville to install a Pollinator/ Butterfly Garden at Valley Lake Park. Ayes: unanimous 6. Discuss Ideas, Possible Amenities/ Needs, and goals from Park Tour Discussions Following the committee’s neighborhood parks tour that wrapped up this summer, Staff compiled a list of ideas, possible amenities/ needs for each individual park that committee members suggested during the park tours and subsequent meetings. As part of an exercise, committee members were asked to come to this meeting with 3-5 common set of goals and/ or themes they would like to work towards, as well as identify some amenities/ projects they would like to pursue. These ideas were compiled and written on a white board to ultimately place in outline format as a guide for future development or redevelopment of a particular park. 7. Other Business Jeanne Peterson shared, and encouraged committee members to take a look at, the City of Rosemount’s plan for a new facility called the “Dakota Fieldhouse” that will be a sports and fitness center comprised of an aquatics/ pool area, meeting spaces, and various courts, some of which will act as additional practice facilities for the Rosemount Area Athletic Association (RAAA). 8.
