HomeMy WebLinkAboutItem 06.jDecember 18, 2015 Item No.________ AMEND LAKEVILLE CITY CODE CONCERNING LICENSING OF PEDDLERS AND TRANSIENT MERCHANTS AND REGISTRATION OF SOLICITORS Proposed Action Staff recommends adoption of the following motion: Move to adopt ordinance amending Title 3, Chapter 13, of the Lakeville City Code related to licensing of peddlers and transient merchants and registration of solicitors. Passage of this motion will result in… • Extending the peddler and transient merchant license duration from 90 days to a year, to match the city’s fee schedule. • Extending the solicitor registration duration from 90 days to annually to match the peddler and transient merchant license duration. Overview Through our review of the city’s fee schedule, we recommended the peddler and transient merchant license fee change from $50 every 90 days to $50 every year. The change is effecive1/1/2016. As a result, the affected ordinances require updating in order to ensure they match the fee schedule. Primary Issues to Consider • Not updating the ordinances will create differences between the city fee schedule and ordinances. Title 3, Chapter 13, of the Lakeville City Code is hereby amended to read as follows: 3-13-2: LICENSING OF PEDDLERS AND TRANSIENT MERCHANTS: F. Duration: A license granted under this chapter shall be valid for up to ninety (90) daysone (1) in a calendar year. 3-13-7: REGISTRATION REQUIRED: All solicitors shall be required to register with the city. Registration shall be made on the same form provided by the police department, but no fee shall be required. Immediately upon completion of the registration form, the city shall issue to the registrant a certificate of registration as proof of the registration. Certificates of registration shall be nontransferable. Registration shall be valid for a period of up to ninety (90) daysone (1) calendar year. Within seven (7) days after the expiration of a registration the registration must be returned to the police department. Section 2. This ordinance shall be effective immediately upon its passage and publication.
