HomeMy WebLinkAbout12-16-15 CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES December 16, 2015 Chair Swan called the meeting to order at 6:00 p.m. in the Lake Marion Conference Room at City Hall. Members Present: Lori Bovitz, Tom Goodwin, Judy Hayes (arrived at 6:14 p.m.), Scott Kelly, Howard Lovelace, Jeanne Peterson, Bob Swan Members Absent: None Staff Present: Interim Parks & Recreation Director John Hennen, Recording Secretary Tamara Wallace 2. Approval of December 2 minutes Committee member Jeanne Peterson noted that in the December 2 meeting minutes under “Other Business”, it should read that the Dakota Fieldhouse facility will act as an additional practice facility for the Rosemount Area Athletic Association (RAAA), instead of the Rosemount high school teams. 3. Citizen comments There were no citizen comments 4. Staff Report The “Holidays at the Heritage Center” event was held Saturday, December 5 from 9 a.m. – 1 p.m, and in spite of location and staff changes, was a success. Events included the Santa’s Secret Store, Holiday Bake Shoppe, Holiday Vendo r Market, and Cookies for Santa; and many also enjoyed touring the Historical Society Museum also located at the Heritage Center. Committee member Jeanne Peterson added that she would try to assist in getting more volunteers next year as the event was short on help causing longer wait times and lines, and increased traffic in the atrium area. “Elf Junior: the Musical” is currently playing at the Lakeville Area Arts Center (LAAC) and has proven to be extremely popular selling out all 3 shows the weekends of December 11 and December 18. The show also has performances on December 26 & 27, which are nearly sold out. Also at the LAAC, the “Takin’ it to the Limit: An Eagles Tribute” show is currently sold out, however staff is working on adding 32 more seats to the upcoming show. Jeanne Peterson commented that she attended the “First Thursday Pub Night” at the LAAC, and felt it was a really fun, affordable night with plenty of food, a bar, and great value. Parks, Recreation & Natural Resources Committee Meeting Minutes, December 16, 2015 Page 2 The LAAC will be undergoing approximately $216,000 in construction improvements in 2016 including water proofing as there has been significant flooding in the basement of the building. Staff is hoping to get the water proofing done between the Taste of Lakeville and Pan-O-Prog events. Staff and Barr Engineering recently completed plans and specifications for the lighting of King Park fields 2, 3, & 4, and the parking lot. The cost of the work is estimated to be over $500,000, and bid opening is set for January 11, 2016 with a goal to start construction late winter. Other department projects include Summerlyn Park which will go out for bid in late January/ early February, construction of the dog park at Ritter Farm Park, and a couple segments of trails that will be reconstructed and overlayed as well as 2-3 playground replacements. Finally, as an update on the Land of Amazement project, if including the $50,000 the Rotary has pledged to pay towards the project, approximately $30,000 additional monies have been raised, with 6 pieces of playground equipment purchased. 5. Continue Discussing Ideas, Possible Amenities/ Needs, and Goals from Park Tour Discussions During the December 2 PRNRC meeting discussion on goals/ themes and amenities/ projects, committee member Goodwin offered to review the list of goals/ themes that were generated, and consolidate them into outline form for the committee’s review. The committee members were given the outline ahead of this meeting to begin thinking about which amenities/ projects they would like to pursue, as well as any additions and changes they would like made to the outline. Committee member Jeanne Peterson wanted to add to the goals portion of the list the insertion of a bullet for recreation which would include: Providing additional recreation programs for middle school and high school aged children, creating survey questions for recreation programs, and using demographic data from school districts when creating recreation programs and site locations. The outline also made reference to the 2015 Parks, Trails, and Open Space plan, which the committee reviewed and discussed alongside the outline to ensure the committee’s goals correlated with the vision and direction of the Parks Plan. For the January 6 PRNRC meeting, the members will bring a list of 3 -4 amenities/ projects they are interested in pursuing both on a short (2017 & 2018) and long term (2019 & beyond) basis. 6. Other Business Nametags identifying the committee members while they are volunteering at various events throughout the City, have been ordered from Lakeville Trophy, and will be distributed at the January 6 PRNRC meeting.
