CITY OF LAKEVILLE
HOUSING AND REDEVELOPMENT AUTHORITY MEETING
JANUARY 21, 2003
Acting Chair Luick called the meeting to order at 8:47 PM.
Roll call was taken. Present: Commissioners Bellows, Luick, Rieb and Wulff.
Commissioner Robert Johnson was absent. Also .present: Robert Erickson,
Executive Director; Dennis Feller, Finance Director; and Judi Hawkins, Deputy
Clerk..
MINUTES
The minutes of the April 15, 2002 H.R.A. meeting were approved as presented.
ITEM 3
Election of officers. During 2002, Lynette Mulvihill served as Chair, Bob
Johnson served as Vice Chair, and Laurie Rieb served as Secretary. Following
past practice, the current officers would ascend to a higher office, vacating the
• Secretary position. The terms of all HRA members run concurrently with their
terms on the City Council
03.01 Motion was made by Rieb, seconded by Wulff, to cast a unanimous ballot for the
following slate of officers for 2003: Commissioner Johnson as Chair,
Commissioner Rieb as Vice Chair and Commissioner Bellows as Secretary.
Roll call was taken on the motion. Ayes: Bellows, Luick, Rieb, Wulff.
ITEM 4
Commissioners are being asked to consider approving a resolution appointing. a
Representative and an Alternate Representative to .the Lakeville Ames Ice Arena
Advisory Committee. Currently, Commissioner Bellows serves as the HRA
Representative, and Commissioner Rieb serves as the Alternate. Finance
Director Dennis Feller serves as the City's Representative on the Ice Arena
Advisory Committee, with Parks & Recreation Director Steve Michaud serving as
Alternate.
03.02 Motion was made by Bellows, seconded by Wulff to approve Resolution No. 03-
01 Appointing Representatives to the Lakeville Ice Arena. Advisory Committee.

Finance Director Dennis Feller stated that General Obligation Water Revenue
Bonds were issued in 1984 to finance the construction of the Fairfield water
tower and well #7 located on Kenrick Avenue. The bonds were repaid from
water connection fees and eight years of tax increments from McStop First
Addition and Super 8. The last increment from McStop was received in 1993
and the last payment on the bonds was February 1, 2002.
03.03 Motion was made by Wulff, seconded by Rieb to approve Resolution No. 03-02
Approving the Decertification by the Housing and Redevelopment Authority in
and for the City of Lakeville of .its Tax Increment Financing District No. 1
(McStop).
Roll call was taken on the motion. Ayes:. Rieb, Wulff, Bellows, Luick.
ITEM 6
The HRA is being requested to approve a Resolution Amending Tax Increment
Financing District Nat (Despatch Industries). The District was originally created
• as a redevelopment project in 1980 to finance the demolition of the fire station
on 207th Street and the construction of Fire Station #1 on 202nd and Holyoke.
The demolition of the 207th Street fire station and sale of land to Despatch
Industries enabled the plant to expand and increased employment
opportunities. The TIF Plan was modified in April 1990 whereby the increment
is appropriated to the General Obligation Improvement Bonds, which financed a
proportionate share of storm water system improvements to accommodate the
runoffs from the Despatch site and thereby eliminate the flooding in the
business district. Minnesota Statute 469.175 subd. 4, requires cities to modify
their tax increment budget if it receives more tax increment than was originally
anticipated or if there is an increase in total estimated tax increment
expenditures. Despatch Industries has generated increased tax increments due
to increased property market values during the past decade. The proposed
Resolution would increase the TIF revenues by $900,000 with a corresponding
increase in debt service appropriations. The last increment from Despatch
Industries TIF district will be received in 2008.
03.04 Motion was made by Rieb, seconded. by Wulff, to approve Resolution No. 03-03
Adopting the Amended Tax Increment Financing Plan for Tax Increment
Financing District No. 1 (Despatch Industries).
Roll call was taken on the motion. Ayes: Wulff, Bellows, Luick, Rieb.
