PARKS, RECREATION & NATURAL RESOURCES COMMITTEE
MEETING MINUTES
January 6, 2016
Chair Swan called the meeting to order at 6:00 p.m. in the Lake Marion Conference
Room at City Hall.
Members Present: Lori Bovitz, Tom Goodwin, Judy Hayes (arrived at 6:20 p.m.), Scott
Kelly, Howard Lovelace, Jeanne Peterson, Bob Swan
Members Absent: None
Staff Present: Interim Parks & Recreation Director John Hennen, Environmental
Resources Manager Mac Cafferty, Recording Secretary Tamara Wallace
2. Approval of December 16 minutes
Minutes were approved as written.
3. Citizen comments
There were no citizen comments
4. Staff Report
On Monday, January 4, five of the rinks were opened which included t he four paved
rink sites as well as Cherryview. The goal is to open the other three rinks this
weekend now that the colder temperatures are moving in.
Adult volleyball and basketball leagues started this week; Dave Caroll of Lakeville
Arena’s is organizing this portion since Dan Brettschneider’s resignation.
Patty Dexter is currently conducting interviews for building attendant positions for
the Heritage Center.
The bid opening for the King Park lighting project (fields 2, 3, 4, and the parking lot)
will be held on Monday, January 11 at 10:30 a.m.
The Land of Amazement funding project has made great progression with over
$88,000 raised on the $271,627 goal, including the $50,000 pledged by Lakeville
Rotary. In addition, the liquor stores have raised nearly $8,000 from customer
donations at the stores.
At this time, the Parks & Recreation Director interviews have not been scheduled,
however City Administrator, Justin Miller, has stated a member or two of the Parks
Committee will be able to participate in the selection process in some capacity.
5. Continue Discussing Ideas, Possible Amenities/ Needs, and Goals from Park
Tour Discussions

At the December 2, 2015 Parks, Recreation, and Natural Resources Committee
meeting, committee members created a list of goals/ themes and amenities/
projects that were formed as a result of completing tours of neighborhood parks
throughout the summer. Committee members were asked to review the amenities/
project list and come to the meeting with 3 -4 amenities from the list they would like
to pursue on a short term basis (2017 & 2018) and long term basis (2019 &
beyond).
The committee identified 13 amenities they suggested should be incorporated into
future redevelopment of parks or within the construction of new parks. Though the
committee members felt all 13 possible amenities added value, they determined s ix
top amenities they felt were most appropriate to pursue and incorporate into the
2017 – 2021 Capital Improvement Project (CIP), knowing for budgetary reasons not
all 13 amenities could be added into the system during this time period . Those
amenities included:
1. Develop more fishing opportunities and access
2. Install a wetland walk at one of the parks
3. Installation of fitness stations
4. Construct dedicated pickle ball courts
5. Install community garden
6. Construction of splash pad
Most committee members also felt strongly that a community center and
amphitheater were the two highest priority amenities to incorporate into the City’s
park system; however as a result of budgetary considerations they felt it was more
appropriate to note them separately.
Other important amenities to the committee included:
Identifying neighborhood park locations via the installation of additional
signage along roadways and throughout the parks system, and marketing/
advertising via maps and the Parks & Recreation brochure.
The need for more recreational programs serving a variety of ages especially
high school aged children
After narrowing down the six highest priority amenities, the committee concluded
the discussion asking staff to consider ways to incorporate these amenities int o the
future parks system Capital Improvement Projects, as the need for park
development and re-development occurs.
Staff is currently working on a document they will share with the Committee, which
will include a full overview of the 2015 n eighborhood parks tour to include the parks
visited, park notes, and the amenities the committee ultimately chose as priority.

7. Announcements
There are currently no planning items scheduled for the January 20 Parks,
Recreation, & Natural Resources meeting; if no planning items are added, the
January 20 meeting will likely be cancelled.
