Passage of this motion will promote a more consistent performance evaluation process. Overview The current policy for performance evaluations addresses regular evaluations for employees until they achieve the top step of the relevant pay grade. Many of the departments continued to provide regular appraisals after that on an annual basis, but not all. City Administrator Miller has asked all departments – both union and non-union – to complete annual appraisals. This amendment formalizes that discussion in writing. The first performance evaluation will occur three (3) months after the employee begins employment and again at six (6) months and at the completion of the employee’s twelve (12) month probationary period. b) After completion of the probationary period, performance evaluations are submitted annually by the supervisor on the employee’s employment anniversary date, until the employee has reached the top step of the relevant pay grade. Once the employee achieves the top step, performance evaluations will continue to be completed at the end of each calendar year. c) Performance evaluations may be submitted more frequently if an employee’s performance is not satisfactory. d) All evaluations will be discussed with the employee before submission to Human Resources to be placed in the employee’s personnel file. e) The quality of an employee’s performance will be considered in personnel decisions such as promotions, transfers, demotions and terminations.
