CITY COUNCIL MEETING MINUTES
February 16, 2016
Mayor Little called the meeting to order at 7:00 p.m. in the Council Chambers at City Hall.
Members Present: Mayor Little, Council Members Davis, Swecker, Anderson and LaBeau
Staff Present: Justin Miller, City Administrator; Roger Knutson, City Attorney; Jeff Long,
Police Chief; Chris Petree, Public Works Director; David Olson, Community & Economic
Development Director; John Hennen, Parks & Recreation Director; Charlene Friedges, City
Clerk
3. Citizen Comments: None
4. Additional Agenda Information: Mr. Miller provided an additional item for the consent
agenda (item 6n).
5. Presentations/Introductions
Representatives of the Lakeville Public Safety Foundation presented donations to the Police
Department which included a gun cleaner valued at approximately $500 and five new AEDs
for police cars valued at approximately $7,000.
6. Consent Agenda
Motion was made by LaBeau, seconded by Anderson, to approve the consent agenda items as
follows:
a. Claims for payment
b. Minutes of the February 1, 2016 City Council meeting
c. Minutes of the January 26, 2016 Council work session
d. Amendment to the Joint Powers Agreement with Vermillion River Watershed Joint
Powers Organization for water quality improvements along Hamburg Avenue
e. Resolution No. 16-21 approving plans and specifications and setting a bid date for the
2016 miscellaneous roadway repairs and overlays, Improvement Project 16-01

f. Resolution No. 16-22 approving plans and specifications and setting a bid date for Lift
Station No. 6 rehabilitation, Improvement Project 15-16
g. Ordinance No. 956 amending Title 3, Chapter 1, of the Lakeville City Code concerning
alcoholic beverages (brewpub and small brewer off -sale licenses)
h. Ordinance No. 957 amending Title 3, Chapter 1, of the Lakeville City Code concerning
alcoholic beverages (Best Practices) and Summary Ordinance No. 957 for publication
i. Resolution No. 16-23 accepting donation from the Lakeville Public Safety Foundation
j. Joint Powers Agreement with Dakota County for 2016 waste abatement community
funding
k. Amendment to the policy - Staff Introductions Before City Council
1. Resolution No. 16-24 approving State of Minnesota Joint Powers Agreement related to the
State's criminal justice data communications network
m. Resolution No. 16-25 accepting donation from Mid -state Reclamation & Trucking and
Firehouse Grille to the K-9 program
n. Resolution No. 16-26 approving Master Subscriber Agreement for Minnesota Court Data
Services for Government Agencies
Voice vote was taken on the motion. Ayes - unanimous
