HomeMy WebLinkAbout03-16-16 CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES March 16, 2016 Chair Swan called the meeting to order at 6:02 p.m. in the Lake Marion Conference Room at City Hall. Members Present: Lori Bovitz, Judy Hayes, Jeanne Peterson, Bob Swan Members Absent: Tom Goodwin, Scott Kelly, Howard Lovelace Staff Present: Parks & Recreation Director John Hennen, Environmental Resources Manager Mac Cafferty, Recording Secretary Tamara Wallace 2. Approval of February 3 minutes Minutes were approved as written. 3. Citizen comments There were no citizen comments. 4. Staff Report The Recreation Program Coordinator positions for both the Active Adults & Youth/ Adults (Recreation Division) closed receiving approximately 70 applications for the Active Adults position, and approximately 120 for the Recreation Division position. Interviews for the Active Adults Recreation Coordinator will start on Monday, March 21. Approximately $96,000 has been raised for the Land of Amazement project with a remaining funding goal of $175,507. At the March 28 City Council Work Session, Staff will provide an update on the donation status, and get guidance from the Council on how they would like to move forward. Lakeville Liquors will be hosting a two day “Taste of Lakeville Wine Preview & Judging Party” event on Wednesday, April 13 and Thursday, April 21. The event will be held at the Lakeville Area Arts Center from 6 p.m. – 8 p.m. with a suggested donation of $20.00 towards the Land of Amazement 2.0. (R.S.V.P. required) Staff has recently applied for two grants for the pollination garden at Valley Lake Park: A Vermillion River Stewardship Grant for $5,000 which has been approved; and a Grant from the Rotary for $8,000. The Rotary is currently working with national and local rotaries to fund the grant, and tentatively it appears the pollination garden should be 100% funded. In addition, a local Boys Scouts Troop has offered to help with some of the installation work as part of conservation hours they need. The light polls and fixtures are up at King Park, with the electrician planning to come back in the spring to install the wiring which should take approximately 3 – 4 weeks. Parks, Recreation & Natural Resources Committee Meeting Minutes, March 16, 2016 Page 2 The Summerlyn Park bid opening is scheduled for Thursday, March 24. Staff is also in the process of receiving playground design plans for the park from a variety of playground manufacturers. Once these designs are collected, a neighborhood meeting will be conducted for resident feedback on the playground plans. Staff is still working on the design and bid package for the dog park at Ritter Farm Park, and with a contractor to determine where the well will be located in the park. The exact timeline has not yet been finalized however installation of the dog park is still expected to take place this year. Bid requests went out for the Oak Shores basketball and tennis court replacement with the goal to complete this work by mid-June. The Easter Egg Scramble events held on Saturday, March 12 were a success; there were two sessions due to its popularity this year with over 137 people attending the event. The brochure should arrive to Lakeville households this Friday or Saturday with summer registration beginning Saturday, March 19. Terms for committee members Bob Swan and Lori Bovitz were recently extended for another 3 years, and two new members were appointed to the committee effective April 1, 2016; Holly Weberg for a 3 year term, and Jim Storms as a 1 year alternate. The Dakota County Sheriff’s office is waiting on the ice to thaw at Lake Ma rion to retrieve the vehicle that broke through the ice at Lake Marion as the owner’s deadline has passed. Costs for recovering the car will be charged back to the Owner. 5. Nicholas Estates Preliminary Plat Staff reviewed the Nicholas Estates Preliminary Plat and discussed wetland impact, tree preservation, storm water management, ponding, and sidewalk connection . Committee member Judy Hayes asked about solutions or usage of a particular area that has had extremely wet soil in the past, as well as clarification on where the tree preservation plan was within the engineering department’s recommendation report. Motion made by Jeanne Peterson, seconded by Lori Bovitz to recommend to City Council approval of the Nicholas Estates Preliminary Plat subject to the recommendations as presented by City staff. Ayes: unanimous 6. Other Business Committee member Judy Hayes asked Staff to look into a timeline for park dedication fee increases in accordance with t he current policy in place; and also for Parks, Recreation & Natural Resources Committee Meeting Minutes, March 16, 2016 Page 3 an update on the Lakeville Area Active Adults Advisory Committee which currently has a couple positions coming up for renewal, and a couple vacancies the Parks Committee will ultimately conduct interviews for. Committee member Bob Swan asked for an update on the Warweg purchase agreement of land near Antlers Park. Staff continues to work with the owner’s attorney to negotiate the terms of purchase. Committee member Peterson asked about the kayak rental company change down at Antlers Park which was previously Hype Surf Company last summer. Staff was contacted by Keya Board Company after they purchased some of the interest in Hype Surf. The City Council recently executed an agreement with Keya Board Company for the rental of stand-up paddle boards and lessons at Antlers Park. 8. Announcements Free Family Fun Fest will be held on Saturday, April 16 Tree Sale and Watershed Clean-up Day will be held on Saturday, April 23 Household Hazardous Waste Day will be held on Saturday, May 7 Staff is looking for volunteers for both the Free Family Fun Fest and the Watershed Clean-Up day event.
