LAND AND HIGHWAY EASEMENT CONVEYANCE TO DAKOTA COUNTY
FOR DODD BOULEVARD RECONSTRUCTION PROJECT
Proposed Action
Staff recommends adoption of the following motion: Move to approve the conveyance of land and
a permanent easement for highway purposes to Dakota County for the Dodd Boulevard
Reconstruction project.
Overview
Dakota County is acquiring all right-of-way/easements needed for the construction and
maintenance of the Dodd Boulevard Reconstruction project (CP 13-09). The attached highway
easement document identifies the City-owned land (HWY 17; 3,290 s.f.) and grants the County
permission to use the public property for highway purposes.
Parcel 33 was previously acquired by the City for highway purposes for the Dodd Boulevard
Reconstruction project. Parcel 33 includes land in excess of the permanent highway easement
needs. The adjacent property owner, US Home Corporation, is interested in acquiring the excess
(remnant) land in exchange for some of the permanent and temporary highway easements
needed from US Home Corporation along Dodd Boulevard. City staff supports the conveyance
of Parcel 33 to the County, and the future conveyance of the excess (remnant) land to US Home
Corporation, as the excess (remnant) land no longer serves a public purpose and can be used to
reduce City and County project costs.
Primary Issues to Consider
• The value of the excess (remnant) land has been reviewed by the County Assessor’s Office
and is supported by City and County staff.

Know all men by these presents, that the undersigned, hereinafter called GRANTOR(S), in
consideration of the sum of One and No/100 Dollars ($1.00) hereby convey(s) to the COUNTY OF
DAKOTA, a political subdivision of the State of Minnesota, hereinafter called GRANTEE, its successors and
assigns, a permanent easement for highway purposes, together with the unrestricted right to improve the same,
within the following described easement area in the County of Dakota, State of Minnesota:
HWY 17, as shown on DAKOTA COUNTY ROAD RIGHT-OF-WAY MAP
NO. 345, according to the map on file and of record in the Dakota County
Recorder’s Office
And the said GRANTOR(S) hereby convey(s) to the said County of Dakota all structures, trees,
shrubs, grass, aggregate, herbage or other materials now existing on or under said lands or that may be
hereafter planted, grown or deposited thereon.
