HomeMy WebLinkAboutItem 06.p Date: Item No. RESOLUTION ESTABLISHING NO PARKING ZONES ON 172ND STREET FROM THE CANADIAN PACIFIC RAIL CROSSING TO KENWOOD TRAIL AND ON KENYON AVENUE FROM KENWOOD TRAIL TO KENYON AVENUE Proposed Action Staff recommends adoption of the following motion: Move to approve a resolution establishing no parking zones on both sides of 172nd Street from the Canadian Pacific Rail Crossing to Kenwood Trail, and on both sides of Kenyon Avenue from Kenwood Trail to Kenyon Avenue. Overview The designating of no parking restrictions along both sides of 172nd Street from the Canadian Pacific Rail Crossing to CR 5 (Kenwood Trail), and along both sides of Kenyon Avenue from Kenwood Trail to Kenyon Avenue (cul-de-sac) is a prerequisite of the project to relocate the CR 5/172nd Street intersection to align with the CR 5/Kenyon Avenue intersection in 2016. As part of the project, Dakota County and the City may use state-aid funding which requires that no parking restrictions be appropriately placed on the designated City roadways. With the increased use of the roadways by both residential and commercial traffic, it is necessary to post no parking restrictions on major collector roadways. The project does not provide adequate width for parking along either side of 172nd Street or Kenyon Avenue affected by the improvements. The City has implemented similar no parking restrictions in the past along CR 70, CR 5, and CR 9. Primary Issues to Consider • Can the project continue without the no parking restrictions? Approval of the proposed construction as a state aid project is conditioned on these no parking restrictions. Supporting Information • A map of the area is attached. Financial Impact: $ Budgeted: Y☐ N☐ Source: Related Documents: (CIP, ERP, etc.): Envision Lakeville Community Values: Safety Throughout the Community Report Completed by: Zach Johnson, City Engineer April 18, 2016 0 CP 13-07 (CR 5/172nd St. Intersection Improvements) CITY OF LAKEVILLE RESOLUTION NO. ____ RESOLUTION ESTABLISHING NO PARKING ZONES ON 172ND STREET FROM THE CANADIAN PACIFIC RAIL CROSSING TO KENWOOD TRAIL AND ON KENYON AVENUE FROM KENWOOD TRAIL TO KENYON AVENUE WHEREAS, the City Council for the City of Lakeville is authorized in accordance with city code to designate parking zones within the city, and WHEREAS, the City of Lakeville and Dakota County have planned the CR 5 (Kenwood Trail)/172nd Street intersection improvements, and WHEREAS, the improvement project does not provide adequate width for parking on either side of 172nd Street or Kenyon Avenue, and WHEREAS, approval of the proposed construction as a state-aid project must be conditioned on the establishment of these no parking restrictions. NOW, THEREFORE, BE IT RESOLVED, that the City shall ban the parking of motor vehicles on both sides of 172nd Street from the Canadian Pacific Rail Crossing to Kenwood Trail and both sides of Kenyon Avenue from Kenwood Trail to Kenyon Avenue at all times.
