OFF-SALE 3.2% MALT LIQUOR LICENSE
Proposed Action
Staff recommends adoption of the following motion: Move to grant an off-sale 3.2% malt liquor
license to Northern Tier Retail, LLC, d/b/a SuperAmerica #5011.
Overview
In accordance with Title 3-1-6-2 of the Lakeville City Code, the City Council will conduct a
public hearing on the application of Northern Tier Retail, LLC for an off-sale 3.2% malt liquor
license at the SuperAmerica store located at 17546 Kenrick Avenue. The store was previously
operated by Joel Booth.
SuperAmerica #5011 is the sixth store in Lakeville operated by Northern Tier Retail. District
Manager Sean Sullivan will attend the public hearing on Monday night.
Primary Issues to Consider
• Does the applicant meet the requirements for an off-sale 3.2% malt liquor license?
The applicant meets all State and City requirements for the license requested.

Background Investigation Process
The person listed on the Liquor License Application is an owner, officer, partner, or
director of the business and completed the required personal information application for a
liquor license.
On March 31, 2016, I was assigned to the liquor license background investigation of
Super America / Jack Helmick. The following automated databases were checked to
conduct this background; DVS, MNCIS, in-house records, and criminal history files.
Conclusion
The background investigation is complete.
Based on State Statute and Lakeville City Code, the applicant meets the qualifications for
a 3.2% Malt Liquor license.
