PARKS, RECREATION & NATURAL RESOURCES COMMITTEE
MEETING MINUTES
April 6, 2016
Chair Swan called the meeting to order at 6:01 p.m. in the Lake Marion Conference
Room at City Hall.
Members Present: Lori Bovitz, Tom Goodwin, Judy Hayes (arrived at 6:16 p.m.), Scott
Kelly, Jeanne Peterson (arrived at 6:02 p.m.), Jim Storms, Bob Swan, Holly Weberg
Members Absent: None
Staff Present: Parks & Recreation Director John Hennen, Recording Secretary
Tamara Wallace
2. Approval of March 16 minutes
Minutes were approved as written.
3. Citizen comments
There were no citizen comments.
4. Staff Report
The Free Family Fun Fest will be held on Saturday, April 16 from 5 – 9 p.m. at
Ames Arena. Staff is currently looking for volunteers to man the Parks &
Recreation Department table at the event.
The Annual Tree Sale and Watershed Cleanup Day will be held on Saturday, April
23. Pre-sold trees and shrubs are to be picked up at the Central Maintenance
Facility during an assigned, specific, half hour window between 9 – 10 a.m.
Staff has recently hired Renee Brekken who starts on Monday, April 18 as t he new
Recreation Program Coordinator for the Heritage Center. Renee will be rejoining
us after previously working as Recreation Supervisor for Lakeville’s Parks &
Recreation Department from 1987 – 1998; Staff is looking forward to welcoming
Renee back to the organization.
At a recent personnel committee meeting, the Heritage Center was approved a
second 28 hour/ week administrative assistant as active adult programs, events,
and rentals continue to increase.
Interviews were conducted on Monday & Wednesday of this week for the
Recreation Program Coordinator position; the position has been open since Dan
Brettschneider accepted a job as Parks, Recreation, & Forestry Director for the City
of Brookings, South Dakota. A candidate should be selected by the beginning of
next week to hopefully start within the next month.

Bid opening for the dog park at Ritter Farm Park will be held on April 21 to complete
the project by the end of the summer. The project will include fencing, a parking lot,
well construction, and electrical work. The dog park will be comprised of a one acre
area for small dogs, and another four acre area for larger dogs. Lakeville Liquor
stores are currently advertising “Cash for Canines”, a fundraising effort to raise
money for the construction of the Ritter Farm Dog Park.
The light poles and fixtures are up at King Park, with the electrician planning to
come back in the spring to install the wiring which should take approximately 3 – 4
weeks. An exact timeline is not known at this time and is weather permitting.
There will be a Summerlyn Park neighborhood meeting held on Wednesday, April
13 in the Heritage Room of the Lakeville Heritage Center from 6 – 7:30 p.m. A bid
opening was held on Thursday, March 24, with Minnesota Dirtworks coming in as
the low bid. During the meeting residents will be able to see the preliminary
playground equipment designs, and will receive an update on the 2016 park
construction schedule.
5. Argonne Fields preliminary plat
Staff reviewed the Argonne Fields preliminary plat and discussed wetland impact,
the lack of sidewalks, and the on-site community garden.
Committee member Tom Goodwin asked why there were no sidewalks given the
length of the street in the cul-de-sac; Committee member Bob Swan asked whether
the plat was rezoned.
Motion made by Tom Goodwin, seconded by Lori Bovitz to recommend to City
Council approval of the Argonne Fields Preliminary Plat subject to the
recommendations as presented by City staff.
Ayes: unanimous
6. SBF 16th Addition preliminarily plat
Staff reviewed the SBF 16th Addition preliminary plat and discussed trails,
sidewalks, and surrounding wooded area owned by the City and maintained by the
environmental resources department.
Committee member Tom Goodwin asked whether this plat was still consis tent with
the original plan the developer presented during the beginning additions.
Motion made by Judy Hayes, seconded by Jeanne Peterson to recommend to
City Council approval of the SBF 16th Addition Preliminary Plat subject to the
recommendations as presented by City staff.
Ayes: unanimous

on Wednesday, April 20.
