HomeMy WebLinkAboutItem 06.p Date: Item No. LAKEVILLE BREWING COMPANY, LLC LIQUOR LICENSE AMENDMENT OUTDOOR PATIO Proposed Action Staff recommends adoption of the following motion: Move to grant an amendment to the on- sale and Sunday liquor license for Lakeville Brewing Company to include an outdoor patio. Overview Lakeville Brewing Company has submitted an application to allow the service of alcohol on an outdoor patio at its new restaurant/brewpub in downtown Lakeville. The patio, which is located on the southeast corner of the building, is 15 feet by 30 feet and will have seating for 24 guests. The application meets the requirements set forth in Section 3-1-8-14 of the City Code. Because the patio is located within150 feet of a residential use, food and alcohol may be served on the patio until 10:00 p.m. Primary Issues to Consider Approval is subject to payment of Metropolitan Council SAC units and 25% of the additional city sewer and water connection charges for the additional seating. LLC Business Address: 8790 Upper 208th Street West Business Phone: 952-469-2739 The licensee shall fill out and submit the patio application and a site plan of the entire premises which includes the following: 1. What is the distance of the proposed patio from all property lines? 65’-55’ N (change due to angled lot line), 35’ W, 77’ E, and 141’ S. See attached diagrams. 2. What is the current size and seating capacity of the licensed building? Building Size 5,188 SF, Seating Capacity 139 3. What is the proposed patio size and seating capacity? Include table, chair and aisle arrangements of the entire licensed area on site plan. Proposed serviced area of patio is 15’ by 30’ with seating for 24. Square footage is 450 sq. ft. See diagram for patio seating layout. 4. What is the current parking capacity and additional number of parking stalls required? Please find attached parking diagram. 5. What is the additional number of City and Metropolitan Council S.A.C units as determined by the Metropolitan Council Environmental Services (651-602-1378)? Additional S.A.C. Units: 450 sq. ft. @ 15 sq. ft. / seat @ 10 seats/ SAC = 3 2 x 25% (outdoor seating reduction) = 0.75 SAC units The outdoor space is uncovered and will see minimal or no use during inclement weather which justifies the 75% reduction in SAC units following MCES guidelines. 6. What is the type and height of the fence and/or landscape barrier to be used around the patio? The Northside of the patio is adjacent to the building. The south, east and west sides are bounded by a chain link fence that is 5 feet (60 inches) high. 7. What type of emergency exit gate hardware will be used and where will they be located on the patio? Panic bars will be installed at all emergency exit points of egress. 8. What type of vehicle barrier will be used and where will they be located, if required? The serviced patio area is uncovered and is fifteen (15) feet wide and thirty (30) feet long. The crossed out section indicates one possibility for future expansion of serviced patio area. The actual patio area is limited to a 15’ by 30’ rectangle indicated; all other area to the south is grass. At this time, we will service only the area indicated in red. We will be evaluating whether to expand the serviced patio area after we open for business. We intend to allow customers to occupy space within the fenced area during hours of patio operation, however no service will be provided beyond the patio area indicated in red.
