HomeMy WebLinkAbout04-20-16 CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES April 20, 2016 Chair Swan called the meeting to order at 6:00 p.m. in the Lake Marion Conference Room at City Hall. Members Present: Lori Bovitz, Tom Goodwin, Judy Hayes, Jeanne Peterson, Bob Swan, Holly Weberg Members Absent: Scott Kelly, Jim Storms Staff Present: Parks & Recreation Director John Hennen, Environmental Resources Manager Mac Cafferty, Recording Secretary Tamara Wallace 2. Approval of April 6 minutes Minutes were approved with the addition of committee member Tom Goodwin being added to the “Members Present” at the April 6 meeting. 3. Citizen comments Trent Meyer, a student at Dakota County Technical College, was in attendance as part of a class assignment for his Environmental Science class to become an electrician. 4. Staff Report Pick-up for the annual tree & shrub sale event will be this Saturday, April 23 from 9 – 10 a.m. at the Central Maintenance Facility. Approximately 200 trees and 100 shrubs were sold this year. Also this Saturday, April 23 is the Watershed Clean-up Day held at the Central Maintenance Facility. Nearly 1300 people have signed up for the event which will feature various educational and informational booths. Staff has recently hired Kacie Robinson as the new Recreation Pro gram Coordinator at City Hall; Kacie’s first official day will be Friday, April 22. Recreation Program Coordinator, Renee Brekken, started her posit ion at the Heritage Center Monday, April 18. Committee member Holly Weberg provided an update on the Free Family Fun Fest held on Saturday, April 16 as she volunteered at the event. Due to nice weather, numbers were slightly down, however the event was a success with ice skating, inflatables, crafts, and educational booths among other activities. The Summerlyn Park neighborhood meeting was held on Wednesday, April 13 with approximately 40 in attendance. Staff presented the final park design to the attendees along with four playground design options. Staff clarified to committee Parks, Recreation & Natural Resources Committee Meeting Minutes, April 20, 2016 Page 2 members which playground pieces were tailored to younger children , to include a “new generation swing” where parent and child are able to swing together. The bid opening for the Ritter Farm Dog Park is tomorrow, April 21 at 1 p.m. Staff has selected a contractor for both repairs to the Oak Shore’s tennis & basketball courts, as well as construction of the Veterans Memorial Trail. 5. Berres Ridge 2nd Addition preliminary plat Staff reviewed the Berres Ridge 2nd Addition preliminary plat and discussed it being a re-plat to allow a more cost-efficient design, tree preservation, grading, an incoming stream, and a trail staff is working with the developer to install that will allow connectivity to the Legacy Development. Committee member Tom Goodwin asked if the trail connection was part of this plat, clarified whether Legacy Park was the neighborhood park for the area and its size, and requested Staff to look into whether some of the open space could be a dedicated natural area in consideration of the goals/ objectives the committee created during its 2015 parks tour. Staff clarified which part of the trail connection was part of the plat, that Legacy Park is the neighborhood park for the area that is approximately 13.8 acres in size, and will look into dedicating some of the open space as a natural area. Committee member Tom Goodwin also asked where the stream would go within the development, how many trees would be saved, and whether the committee would see the final plat. Staff indicated the placement of the stream, and the restoration work going into refurbishing the channel including the installation of storm water infiltration. Staff also confirmed a third of the trees would be saved, and that the final plat can be shown to the committee once it is approved. Motion made by Tom Goodwin, seconded by Lori Bovitz to recommend to City Council approval of the Berres Ridge 2nd Addition Preliminary Plat subject to the recommendations as presented by City staff. Ayes: unanimous 6. Other Business Parks & Recreation Director John Hennen provided an update on the Land of Amazement (LOA) fundraising progress including donation collections at the liquor stores. Committee members have been asked to consider helping out with fundraising by reaching out to at least five businesses, civic groups, families, churches, etc. to ask for donations. (Staff gave committee members LOA packets that included information about the construction project and donation levels.) Committee members brainstormed various fundraising ideas including the installation of a donation sign at the current Land of Amazement, donation booths at Parks, Recreation & Natural Resources Committee Meeting Minutes, April 20, 2016 Page 3 upcoming City events, charging for premium parking at the 4th of July fireworks, and a list of local businesses who might be willing to have a collection box on site. The committee also discussed the incoming pollinator garden, the condition of the Valley Lake woods, directional street signage indicating an upcoming public park, bike path conditions, and any updates on a community marching band. 7.
