HomeMy WebLinkAbout05-04-16 CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES May 4, 2016 Chair Swan called the meeting to order at 6:00 p.m. in the Lake Marion Conference Room at City Hall. Members Present: Lori Bovitz, Tom Goodwin, Judy Hayes, Jim Storms, Bob Swan, Holly Weberg Members Absent: Scott Kelly, Jeanne Peterson Staff Present: Parks & Recreation Director John Hennen, Environmental Resources Manager Mac Cafferty, Recording Secretary Tamara Wallace 2. Approval of April 20 minutes Minutes were approved as written. 3. Citizen comments Lakeville resident John Dobias came in to share an idea with the committee about possibly installing first aid kits, that would be accessible to everyone 24/7 at all parks with playgrounds and warming houses in the City. Mr. Dobias talked about the current safety concerns, where he got the idea (a company named Karma Kits based out of California), initial price estimates he has gathered, and a potential implementation process for the committee’s review. 4. Staff Report At Monday night’s City Council meeting held on May 2, Post Consumer Brands presented the City with a $50,000 donation check to the Land of Amazement, bringing the total amount fundraised to $157,504.83, with a remaining fundraising goal of $114,122.17. A pre-construction meeting was held for Summerlyn Park; construction is set to start in the month of June. The bid opening for Ritter Farm dog park was held on April 21, with Kevin Casey, LLC coming in as the low bid at $78,420. The dog park will include an 18 car gravel parking lot, a well, and electricity, with an expected completion date of August 1 or sooner. Allied Blacktop Company has commenced trail crack sealing in the northwest and north central parts of the City. They will then follow-up on fog sealing these same trails which is approximately 25 miles in length. Parks, Recreation & Natural Resources Committee Meeting Minutes, May 4, 2016 Page 2 Staff recently hired Karrie Glen as the second part time administrative assistant for the Heritage Center. Karrie is currently the payroll technician for the City of Lakeville, and will begin her new position on Monday, May 16. The department has been busy, currently accepting registrations for the sand volleyball leagues, summer programs, and facility reservations. 5. Cedar Crossings preliminary plat Staff reviewed the Cedar Crossings preliminary plat and discussed storm water management, tree preservation, and clarified that half of the neighborhood park was platted with Cedar Crossings, and the other half with Cedar Landing. Committee member Tom Goodwin asked if the developer was planning to mitigate the wetland offsite. Staff indicated yes the developer will be using a wetland bank to replace impacted wetlands from the site. Committee member Bob Swan asked for a definition of what wetland “banking” meant for the two new committee members. Staff explained the wetland banking process and availability. Committee member Tom Goodwin asked where the bank was located on the plat, and how well the banking system works. Staff clarified it would be within a service area located in Wabasha County, and that banking does work, however there can be strict requirements on vegetation. Committee member Tom Goodwin also asked if there were any trails on the plat. Staff clarified that there are sidewalks and trail connections to the proposed park location, and indicated there location within the plat. Motion made by Tom Goodwin, seconded by Lori Bovitz to recommend to City Council approval of the Cedar Crossings Preliminary Plat subject to the recommendations as presented by City staff. Ayes: unanimous 6. Nomination and election of officers for 2016 The committee discussed whether any other members wanted to be considered for, or nominate anyone, for the Parks, Recreation, and Natural Resources 2016 elected officer positions. Motion made by Judy Hayes, seconded by Tom Goodwin to keep Bob Swan as Chair, Jeanne Peterson as Vice-Chair, and Lori Bovitz as Secretary. Ayes: unanimous 7. Other Business The watershed clean-up day was a huge success with wonderful weather for the first time in years, and an excellent volunteer turn-out. Parks, Recreation & Natural Resources Committee Meeting Minutes, May 4, 2016 Page 3 The tree sale pick-up was also held on the same day with some trees that were ordered not arriving for the day of the p ick-up. Committee member Judy Hayes commended Parks Superintendent Mark Kruse on his professionalism in handling those residents who had not received their trees as expected. Staff members clarified all trees were delivered to those residents who were un able to pick-up the trees on the day of the event. Committee member Judy Hayes asked Staff to provide at the next meeting: the past and current park dedication fees so committee members have an understanding of how the fees have changed over the years , as well as the formula for determining these fees. Committee member Jim Storms asked whether State Statute regulates that a park dedication fee must exist for developers. Committee member Judy Hayes stated that the State Statute does regulate that this f ee must exist, however the individual municipalities determine how much the fee will be. 8. Announcements Household Hazardous Drop-Off Day will be held this Saturday, May 7 from 9 – 2 p.m. at the Central Maintenance Facility. 9.
