MEETING MINUTES
May 18, 2016
Vice-Chair Peterson called the meeting to order at 6:00 p.m. in the Lake Marion
Conference Room at City Hall.
Members Present: Lori Bovitz, Tom Goodwin, Judy Hayes, Scott Kelly, Jeanne
Peterson, Jim Storms, Holly Weberg
Members Absent: Bob Swan

2. Approval of May 4 minutes
Minutes were approved as written.
3. Citizen comments
None.
4. Staff Report
Twenty four years ago, brother and sister Mary Liz Holberg & Jay Blanchard
spearheaded and coordinated the construction of the Land of Amazement
playground at then North Park. Around that same time, Jay, Jay’s wife Sue, and
Jay’s parents started a company called “Safety Signs” out of the garage of Jay’s
parent’s home. Twenty four years later, “Safety Signs” is one of the largest traffic
control companies in the state which currently employees over 130 people. At
Monday night’s City Council meeting, Safety Signs presented the City with a
$100,000 donation check to the Land of Amazement giving Safety Signs naming
rights to the playground, and bringing the fundraising goal within $15,000.
Bids for the Ritter Farm dog park are complete with the low bids coming in from
Kevin Casey, LLC for the construction of the dog park, and Hartman n Well
Company for the installation of the on-site well.
5. Discuss Off Road Biking Proposal at West Lake Marion Park
At the October 21, 2015 Parks, Recreation, and Natural Resources Committee
(PRNRC) meeting, a group of Lakeville residents proposed the City establish a
designated area for off road biking within the City. Following this presentation, the
committee members directed Staff to work with the group to research more
information on the trail requirements, extent of the work, cost, and maintenance.
After working with Staff to evaluate the off road biking trail, the group came back to
present more details on the project and answer any additional questions committee
members had.

The off road biking group reiterated the growth of the year round sport, and the
additional amenity it would offer to the City. During the original proposal, the group
thought a lot of the construction of the trail could be done by volunteers. However
after researching additional information about the scope of work, it was determined
that a professional build would be more appropriate; and long-term maintenance
and monitoring of the trail could be managed by volunteers. Staff presented an
aerial map and highlighted possible locations of the trail within West Lake Marion
Park indicating the wetlands and need to evaluate the boundary lines; and also
reminded the group to begin thinking of fundraising efforts to help raise money for
the construction and maintenance of the off road biking trail.
The committee members asked various questions about the path including:
needed terrain, size of the path, susta inability of interest level in the sport,
audience, clarification on exact location, whether the trails would serve as mu lti-
use, if the trail would be available to other cities/ groups, how many members are
currently in the local mountain bike association , scheduling/ maintenance/ usage
challenges, access, and staffing needs if applicable.
Considering the project is still in the planning stages, many of the long-term
maintenance, scheduling, and staffing questions are still being assessed by Staff
and the off road biking group.
Motion made by Judy Hayes, seconded by Tom Goodwin to recommend
support of the construction of the off road biking area at West Lake Marion Park,
and budget for the project in 2017 as part of the 2017 – 2021 CIP budget submittal.

(Jim Storms’ nay vote on the off-road biking trail was due to concerns with the fit
within this park, financial/ volunteer support, usage conflicts, lack of trail plan layout,
injury/ emergency access, and higher risks of liability and maintenance cost)
6. Linden Ridge Preliminary Plat
Staff discussed the Linden Ridge Preliminary Plat and detailed parcels within the
plat, wetland impact, and location.
Motion made by Tom Goodwin, seconded by Lori Bovitz to recommend to City
Council approval of the Linden Ridge Preliminary Plat subject to the
recommendations as presented by City staff.
Ayes: unanimous
7. Discuss Park Dedication Fees
At the May 4 PRNRC meeting, committee members requested Staff present past
and current park dedication fees so committee members have an understanding of
how the fees may have changed over the years, and what formula is used to
determine these fees. The park dedication fees for residential properties were

recommended in a May 15, 2012 report prepared by Dan Licht, President of The
Planning Company, and were based on changes in the estimated market values
determined by the Dakota County Assessor’s office.
Committee members asked for clarification on when the last analysis was
conducted and it was determined that the last analysis was completed in
September of 2014.
Motion made by Judy Hayes, seconded by Jim Storms to recommend that at
the first meeting in September beginning this year, Staff would present the
committee with current estimated market value information to re-evaluate park
dedication cash contribution fees.

8. Other Business
None.
9. Announcements
Committee member Lori Bovitz announced the first orientation for the Lakeville
Community Band took place on Tuesday, May 17, and roughly 30 people are
signed up. The band’s first performance will be at Pan -O-Prog’s “Music in the Park”
event held at Antlers Park on Tuesday, July 5 at 7 p.m. If you know of anyone who
wants to be a part of the community band, please have them contact the Arts
Center, or visit webtrac.lakevillemn.gov/ to register and sign up.
Parks & Recreation Director John Hennen announced that recording secretary
Tamara Wallace has been named as the new Senior Administrative Assistant/
Deputy Clerk for the administration department at the City of Lakeville. Tamara will
remain in her current position within Parks & Recreation until the new person
begins; Staff will be conducting interviews the week of May 23.
